A RESOLUTION AWARDING A CONSTRUCTION CONTRACT
IN THE AMOUNT OF $132,922.63 TO FAIRBANKS SCALES,
INC. AND SETTING FORTH $13,592 FOR CONTINGENCIES,
FOR PROJECT NO. 21-051B (WWAN04) DUMP STATION
TRUCK SCALE AT THE JAMES R. DIIORIO WATER
RECLAMATION FACILITY AND AUTHORIZING THE
PURCHASING AGENT TO EXECUTE SAME
WHEREAS, competitive bids for the Project No. 21-051B (WWAN04) Dump
Station Truck Scale Project have been received and examined; and
WHEREAS, the proposal of Fairbank Scales, Inc. of Pueblo, Colorado was the
lowest of those bids determined to be responsive, and the Committee of Awards
recommends to the City Council that it authorize Project No. 21-051B (WWAN04) to be
performed; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
City Council authorizes Project No. 21-051B (WWAN04) Dump Station Truck Scale
Project to be performed, and the contract for said project is hereby awarded to Fairbank
Scales, Inc., in the amount of $132,922.63.
SECTION 2.
Funds for Project 21-051B (WWAN04) shall be from the Sewer User Funds.
SECTION 3.
The Purchasing Agent is hereby authorized to execute said contract on behalf of
Pueblo, A Municipal Corporation, and the City Clerk shall affix the seal of the City
thereto and attest the same.
SECTION 4.
In addition to the amount of the bid set forth, as aforementioned, an additional
amount as stipulated in this section is hereby established for contingencies and
additional work.
Contingencies and Additional Work………$13,592.00
SECTION 5.
The officers and staff of the City are authorized to perform any and all acts
consistent with the intent of this Resolution and the contract to implement the
transactions described therein.
SECTION 6.
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
Attached is a resolution awarding a construction contract to Fairbanks Scales, Inc. for Project
No. 21-051B (WWAN04), Dump Station Truck Scale Project. This project will install a truck
scale at the James R. DiIorio Water Reclamation Facility to allow for accurate billing based on
the actual amount of septage discharged from the septic haulers truck for treatment.
PREVIOUS COUNCIL ACTION:
None
BACKGROUND:
The Wastewater Department currently bills septic haulers based on the size of the truck tank
since the actual volume is not measurable. Some haulers have tanks that are too small to hold
the volume necessary to clean two septic tanks. Likewise, they must discharge their partial load
between each site. The scale will allow the septic haulers to be billed accurately for the actual
volume they discharge at the Water Reclamation Facility.
FINANCIAL IMPLICATIONS:
The cost of the construction project was bid at $132,922.63 with contingencies of $13,592 funds
are available from the Sewer User Funds and have been budgeted and appropriated to Project
No. 21-051B (WWAN04).

ALTERNATIVES:
Alternative No. 1 - No Action
Continue to charge the septic haulers for a full load each time they enter the facility to dump a
load even though some may only have partial loads.
RECOMMENDATION:
Approval of the Resolution.
