AN ORDINANCE APPROVING AND ACCEPTING AN EL POMAR
FOUNDATION GRANT AND APPLICABLE CONDITIONS
PERTAINING THERETO, ESTABLISHING PROJECT NO.
PS2108 FOR THE PURCHASE OF WILDLAND PERSONAL
PROTECTIVE EQUIPMENT AND BUDGETING AND
APPROPRIATING GRANT FUNDS IN THE AMOUNT OF $10,000
FOR THE PURPOSES AUTHORIZED BY THE GRANT
AGREEMENT
WHEREAS, the City Council of Pueblo has the authority on behalf of the City of Pueblo,
including its Fire Department, to accept grants for public and municipal purposes and to enter
into agreements relating thereto; and
WHEREAS, the El Pomar Foundation has tendered a grant award in the amount of
$10,000.00 upon conditions recited therein or incorporated therein by reference; and
WHEREAS, acceptance of the Award for the purposes for which it has been made is in
the best interest of the City and will benefit the health, welfare and safety of the citizens of the
City; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The El Pomar Foundation grant to the City of Pueblo in the amount of $10,000.00, a true
copy of which is attached hereto (“Award”), is hereby accepted in accordance with its terms and
conditions and is approved. The Mayor is authorized to execute the Award acceptance in the
name of and on behalf of the City.
SECTION 2.
Project No. PS2108 Wildland Personal Protective Equipment grant is hereby
established. The grant amount of $10,000.00 is hereby budgeted and appropriated to Project
No. PS2108 for expenditure for the purposes authorized by the grant agreement.
SECTION 3.
The officers of the City are authorized to perform any and all acts consistent with the intent
of this Ordinance and the attached Award to effectuate the policies and procedures described
herein.
SECTION 4.
This Ordinance shall become effective immediately upon final passage.

SUMMARY:
Attached is an agreement between the City of Pueblo and the El Pomar Foundation concerning
a grant award in the amount of $10,000.00 to purchase the Pueblo Fire Department wildland
personal protective equipment.
PREVIOUS COUNCIL ACTION:
Approval of similar grants in the last several recent years.
BACKGROUND:
The department has wildland personal protective equipment used to protect the wearer from heat
stressors involved in wildland firefighting. Some of this gear is ill- fitted and/or beyond its useful
life that needs to be replaced. This grant provides supplemental funding to equip firefighters and
fire apparatus for wildland deployments and in district responses to wildfire incidents.
FINANCIAL IMPLICATIONS:
There is no cost to the city. Staff time will be required for project management, as well as grant
monitoring and reporting.

We will provide the highest level of Fire and Rescue services to City of Pueblo
Mission Statement and our community following laws, safety practices, and professional
standards.
The Pueblo Fire Department became a professional fire department in 1889
through the City Council in Pueblo, Colorado and one of the founding
departments of the International Association of Firefighters. Since its initiation,
the department has strived to be progressive and has prioritized protecting the
citizens of Pueblo. The department is also committed to the advancement and
growth of all firefighters employed and provide specialized training and
education to optimize performance and skills. The department became a
professionally accredited fire department through Center for Public Safety
Excellence (CPSE) in 2008. Besides protecting our citizens, we have been
aggressive in deploying personnel and equipment in emergencies from local
response to nationwide disasters.
The Pueblo Fire Department serves the citizens and visitors to Pueblo, Colorado
located in Southeast Colorado. Pueblo, Colorado represents the highest
populated city in Pueblo County. Our department provides fire suppression,
emergency medical services, hazardous materials response, wildland and calls
for service to the City of Pueblo and visitors. Recently our community outreach
programs have grown to involve our homeless citizens, those with special
Historical Information medical and/or facilities needs and other underserved members of the
community. These relationships foster opportunities to interact with these
communities and assess the unique and challenging needs of these groups.
The department currently employs 136 uniformed personnel operating out of
10 fire stations. The leadership includes 3 assistant chiefs (one per shift), a
Deputy Chief and a Chief responsible for overall governance of the department.
There are 10 fire stations situated across the city. One station is designated for
protection of the Pueblo Memorial Airport and Pueblo Industrial Park. Our
personnel respond to medical emergencies, structure fires, wildland fires, water
rescues, technical rescues and disaster relief efforts. Our apparatus includes a
Hazardous Materials unit, a Heavy Rescue Squad, Ladder Truck, 2 wildland
brush units, 10 Advanced Life Support capable structural pumpers, and
Focused Response Units that respond to community outreach calls and
Advanced Life Support and Basic Life Support calls throughout the city. We
have mutual aid agreements with many surrounding fire departments and
understand the importance of effective response in fostering these
relationships. Our history is rich in diversity, education, training, and striving
for excellence.

The Pueblo Fire Department has demonstrated active response to multiple
wildfire incidents across the state of Colorado. It is through such responses
that the department has recognized the deficits to equipment and PPE specific
to wildland responses in district, mutual aid, and statewide deployments. The
department seeks to institute improvements in current equipment and PPE to
optimize outcomes and would benefit greatly from the El Pomar Foundation.
Our budget like many other departments is restrictive; an operating budget cut
of 10% ($82,880 compared to the 2020) is proposed for 2021 due to sales tax
decreases from COVID-19 and resulting deficit in expected sales tax revenue
for the city. Our operating budget like many other fire departments is funded to
support day to day needs such as medical supplies, fleet maintenance and
other critical needs. Because the department is committed through our
strategic plan (ref. 1) to deploy personnel to statewide wildland incidents and
improve operational capability, we would benefit from grant funding to provide
Request Narrative for PPE and equipment more appropriately suited to the challenges of long-
term deployments with operational periods that often require long periods of
strenuous work.
The Pueblo Fire Department has assisted in multiple Colorado wildfire incidents
including the Cameron Peak Fire (Red Feather Lakes and Estes Park, CO 2020),
Willis Creek Fire (Rye, CO 2020), Hayden Pass Fire (Salida, CO, 2018) Carson
Midway Fire (Midway, CO, 2018) , 117 Fire (Hanover, CO, 2018) , Beulah Hill
Fire (Beulah, CO, 2016), Junkins Fire (WestCliffe, CO, 2016), Black Forest Fire
(Black Forest, CO, 2013) and the Waldo Canyon Fire (Colorado Springs, CO,
2012). Our department personnel in these responses has recognized that more
appropriate wildland PPE and equipment will minimize fatigue, increase safety,
and improve interoperability with other agencies. Our department recognizes
that these needs have been difficult to address without grant funding given
budget constraints.
Objectives and Evaluation Methods The Pueblo Fire Department with support of the City of Pueblo are requesting
personal protective gear and wildland equipment in the amount of$10,300.
This grant would assist us with Wildland PPE and equipment needs we now
have on our department. If funded the program would begin at date of funding
and end when all items are procured according to this proposal.
The department will procure PPE with recommendations in the National Fire
Protection Association (NFPA 1977) Standard on Protective Clothing and
Equipment for Wildland Fire Fighting. In reviewing literature it is recommended
that PPE be selected by considering the wildland firefighter as a system (Ref.
2). The document outlines recommendations and other considerations when
selecting PPE to reduce heat stress injuries and thermal burn injuries common
to wildland firefighting. Due to shortages in funding, there have been instances
in which our wildland firefighters use ill-fitted gear or gear at the end or
exceeding its useful life. NFPA 1851 standard recommends protective gear
should not remain in use for more than 10 years. Much of our PPE is beyond its
useful life or approaching the end of its useful life. Supplemental grant funding
would enable the department to replace gear and appropriately equip
firefighters and fire apparatus for wildland deployments and in district
responses to wildfire incidents. Given the historical nature of wildfire behavior
in Colorado and the department's commitment to wildland response we would
utilize all grant funded PPE and equipment as outlined in this grant proposal.
Our evaluation methods in determining need are derived from experienced
wildland personnel on the department defining current critical needs and
assessing usefulness both now and in the future. Other needs such as
department infrastructure, fleet maintenance, structural PPE replacement and
training must often take priority over wildland PPE and equipment given the
department's primary need to protect and serve the citizens of Pueblo.
The evaluation methods also include the Pueblo Fire Departments Strategic
Goals document finalized in 2018 which outline a commitment to deployment
and building wildland deployment capabilities by the end of 2020. We have
succeeded in certification goals to include increased number of National
Wildland Coordination Group (NWCG) certified Engine Bosses, but without
funding fall short in other areas such as PPE and equipment.
We have a dedicated group of personnel who maintain their NWCG (National
Wildland Coordination Group) Red Card status through completion of the

arduous pack test annually in ready state to respond to wildland fire incidents.
Some of our wildland program members have received additional training to
the level of advanced firefighter(FFT1), Engine Boss (EngB, Single Resource),
and Task Force/Strike Team leader to provide better response capabilities
within our all-hazards focused department representing the Pueblo Fire
Department. Members who have advanced training certifications also seek to
develop wildland leaders of the future and expand the role of the program
within the department. Many leadership skills and the experiences gained
through training and on wildland fires translate to leadership and excellence in
service important to the Pueblo Fire Department. The PFD wildland program
has many motivated members who are willing to make the commitment to
continue advancing wildland capabilities and play key roles in its development.
The wildland support request we make is a small part of the overall needs
given current economic climate and increased needs by the public, but it is a
very important part and will greatly help the department. The Pueblo Fire
