A RESOLUTION APPOINTING THE CITY CLERK AS THE DESIGNATED
ELECTION OFFICIAL FOR THE GENERAL MUNICIPAL ELECTION TO
BE HELD ON NOVEMBER 2, 2021, DIRECTING THE CITY CLERK TO
CERTIFY THE ORDER AND CONTENT OF THE BALLOTS FOR SAID
ELECTION, AND RATIFYING THE ACTIONS OF THE CITY CLERK IN
CONNECTION THEREWITH
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The City Clerk shall be and hereby is appointed as the Designated Election Official for the
November 2, 2021 General Municipal Election.
SECTION 2.
The order and content of the ballot for the City's General Municipal Election to be held on
November 2, 2021 shall be as follows:
BALLOT ISSUE NO. 2A – REVENUE FOR ROADS
WITHOUT IMPOSING ANY NEW TAX OR INCREASING THE RATE OF ANY
EXISTING TAX, SHALL THE CITY OF PUEBLO BE PERMITTED TO RETAIN
AND SPEND UP TO $576,609, THE AMOUNT OF CITY REVENUES RECEIVED
IN FISCAL YEAR 2020 ABOVE THE 2020 FISCAL YEAR REVENUE AND
SPENDING LIMITATIONS, FOR ROAD REPAIRS AND IMPROVEMENTS
WITHIN THE CITY AND FOR FISCAL YEAR 2021 AND THEREAFTER, SHALL
THE CITY OF PUEBLO BE PERMITTED TO COLLECT, RETAIN AND SPEND
THE FULL AMOUNT OF CITY REVENUES RECEIVED FROM ALL SOURCES,
INCLUDING ALL INVESTMENT INCOME THEREON, WITH THE CITY’S
COMMITMENT TO SPEND A MINIMUM OF $5,000,000 ANNUALLY FOR
STREET MAINTENANCE AND REPAIRS AND ROAD IMPROVEMENTS WITHIN
THE CITY, ALL AS VOTER APPROVED REVENUE CHANGES AND
EXCEPTIONS TO THE REVENUE, SPENDING AND OTHER LIMITATIONS OR
CONDITIONS WHICH WOULD OTHERWISE APPLY PURSUANT TO ARTICLE
X, SECTION 20 OF THE COLORADO CONSTITUTION OR ANY OTHER LAW?

SECTION 3.
The City Clerk shall be and hereby is directed to certify the order and content of the ballot
for the November 2, 2021 General Municipal Election, in accordance with applicable law and all
actions of the City Clerk in connection therewith shall be and hereby are ratified..
SECTION 4.
The officers and staff of the City are authorized to perform any and all acts consistent with
this Resolution to implement the policies and procedures described herein.
SECTION 5.
This Resolution shall take effect immediately upon final passage and approval.

ORDER AND CONTENT OF THE BALLOTS FOR SAID ELECTION, AND
RATIFYING THE ACTIONS OF THE CITY CLERK IN CONNECTION THEREWITH
SUMMARY:
This Resolution appoints the City Clerk as the Designated Election Official for the November 2,
2021 General Municipal Election. This Resolution also directs the City Clerk to certify the order
and content of the ballots for said elections and ratifies the actions of the City Clerk in connection
therewith.
PREVIOUS COUNCIL ACTION:
On August 9, 2021, by Ordinance No. 9984, City Council directed that the November 2, 2021
General Municipal Election be conducted as part of a Coordinated Election with Pueblo County.
BACKGROUND:
C.R.S. 1-5-203 (3)(a) requires that the Designated Election Official of each political subdivision
participating in a Coordinated Election to certify the order of the ballot and ballot content. Such
certification is to be delivered to the County Clerk and Recorder no later than sixty (60) days
before the Coordinated Election.
FINANCIAL IMPLICATIONS
The City shall pay to the County Clerk the City's share of the actual cost of materials and services
directly attributable to the City’s participation in the Coordinated Election. Funding for the costs
associated with conducting this General Municipal Election is allocated in the City Clerk’s 2021
Departmental Budget.

ALTERNATIVES
If this Resolution is not adopted, the City will be unable to proceed with the November 2, 2021
