HomeMy WebLinkAbout09976 ORDINANCE NO. 9976 AN ORDINANCE ACCEPTING FY2020 FEDERAL TRANSIT ADMINISTRATION CARRY OVER GRANT FUNDS IN THE AMOUNT OF $2,521,736, ESTABLISHING PROJECT BC2102 – TRANSIT CARES ACT, BUDGETING AND APPROPRIATING $1,596,989 INTO PROJECT BC2102, BUDGETING AND APPROPRIATING $924,747 INTO PUEBLO TRANSIT’S FY2021 OPERATING BUDGET, AND BUDGETING AND APPROPRIATING $215,130 FROM THE GENERAL FUND UNAPPRIORATED FUND BALANCE FOR OPERATING GRANT MATCH BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. Carryover grant funds are available in the following amounts from the following grants: (a) Pueblo Transit FY2020 5307 Operating Grant has carryover grant funds available to be budgeted in 2021 in the amount of $1,075,648, which includes a City of Pueblo Match of $215,130; (b) Pueblo Transit FY2020 5307 ER grants has carryover grant funds available to be in budgeted in 2021 in the amount of $64,229; and (c) Pueblo Transit FY 2020 Cares Grant has carryover grant funds available to be in budgeted in 2021 in the amount of $1,596,989. The total amount of carryover grant funds is $2,521,736 and said funds are hereby accepted and appropriated in the manner set forth in this Ordinance. SECTION 2. Carry Over Funds from FY2020 Federal 5307 and FY2020 Federal 5307 ER in the total amount of $1,139,877 shall be budgeted and appropriated into Transits fiscal year 2021 operating budget. SECTION 3. Project No. BC2102 Transit CARES Act is hereby established and funds in the total amount of $1,596,989 shall be budgeted and appropriated into said project. SECTION 4. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Ordinance and the attached Grant Agreements to effectuate the transactions described therein. SECTION 5. This Ordinance shall become effective on the date of final action by the Mayor and City Council. Gradisar, Mayor VIA: Marisa Stoller, City Clerk FROM: Benjamin Valdez, Director of Transit SUBJECT: AN ORDINANCE ACCEPTING FY2020 FEDERAL TRANSIT ADMINISTRATION CARRY OVER GRANT FUNDS IN THE AMOUNT OF $2,521,736, ESTABLISHING PROJECT BC2102 – TRANSIT CARES ACT, BUDGETING AND APPROPRIATING $1,596,989 INTO PROJECT BC2102, BUDGETING AND APPROPRIATING $924,747 INTO PUEBLO TRANSIT’S FY2021 OPERATING BUDGET, AND BUDGETING AND APPROPRIATING $215,130 FROM THE GENERAL FUND UNAPPRIORATED FUND BALANCE FOR OPERATING GRANT MATCH SUMMARY: Remaining carry over grant funds which were not utilized by the close of 2020 budget year need to be budgeted and appropriated into Project No. BC2102. The use of these Grant Funds will require a General Fund match per Federal Transit Administration requirements PREVIOUS COUNCIL ACTION: Council has previously approved an Ordinance Approving and Authorizing the Execution of FY2020 Federal 5307 Grant Agreement, FY2020 Federal 5307 ER Grant Agreement, and FY2020 Federal 5307 Cares Grant Agreement Between the City of Pueblo and the United States of America, Department of Transportation, Federal Transit Administration Council has previously approved the past operating grant between the City of Pueblo and the Federal Transit Administration to subsidize the City’s mass transit system. City staff presentation at the September 21, 2020 Work Session with respect to Future Transit Administrations and Maintenance and Facility (“Transit A&M Facility”). BACKGROUND: Pueblo Transit has previously received approval for the aforementioned Grant Agreements and is requesting the remaining carry over funds be budgeted and appropriated into Pueblo Transit’s operating budget in fiscal year 2021 including a General Fund Match of $215,130. FINANCIAL IMPLICATIONS: With the increase of funding due to COVID-19, the Federal Government has adjusted the fiscal year 2020 5307 Grant Programs and funding requirements, which has left remaining fiscal year 2020 funds to be spent in fiscal year 2021. GRANT OUTLINES:  Carryover grant funds are available for FY2020.  Pueblo Transit FY2020 5307 Operating Grant has carryover grant funds available to be budgeted in 2021 in the amount of $1,075,648, which includes a City of Pueblo Match of $215,130  Pueblo Transit FY2020 5307 ER grants has carryover grant funds available to be in budgeted in 2021 in the amount of $64,229.  Pueblo Transit FY 2020 Cares Grant has carryover grant funds available to be in budgeted in 2020 in the amount of $1,596,989. BOARD/COMMISSION RECOMMENDATION: Pueblo Transit Board recommends approval. STAKEHOLDER PROCESS: Not applicable. ALTERNATIVES: The alternative, should this Ordinance not pass, is for the City of Pueblo to provide all funding necessary to cover for additional expenditures incurred in FY 2020.
