A RESOLUTION CONFIRMING THE APPOINTMENT OF
STEVEN CHRIS NOELLER TO THE POSITION OF CHIEF OF
POLICE
WHEREAS, Mayor Nicholas A. Gradisar has requested confirmation by the City Council of
his appointment of Steven Chris Noeller to the position of Chief of Police; and
WHEREAS, Steven Chris Noeller meets the qualifications for appointment as the Chief of
Police based upon his education, training and experience; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1:
The appointment by the Mayor of Mr. Noeller as Chief of Police shall be and hereby is
confirmed by the City Council.
SECTION 2:
The officers and staff of the City are authorized to perform any and all acts consistent
with this Resolution and the attached agreements which are necessary or appropriate to
implement the appointment described herein.
SECTION 3:
This Resolution shall become effective immediately upon passage and approval.

SUBJECT: A RESOLUTION CONFIRMING THE APPOINTMENT OF STEVEN CHRIS
NOELLER TO THE POSITION OF CHIEF OF POLICE
SUMMARY:
The Mayor has appointed Steven Chris Noeller to the position of Chief of Police and requests
confirmation of said appointment by the City Council. Such appointment is based on Mr.
Noeller’s education, training, experience, and fitness for the position.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
The former Chief of Police, Troy Davenport, retired from the position in July 2021, leaving this
vacancy. The City engaged in national search to fill this critical position in the City. During the
recruitment period, Steven Chris Noeller has been serving as Acting Chief of Police.
Mayor Gradisar, along with an interview committee made of representatives from the community
and local professional associations, has reviewed the qualifications of Steven Chris Noeller.
Chris Noeller has served as Acting Chief of Police since April 2021 and Deputy Chief of Police
since November 2017, overseeing the Operations Bureau which accounts for patrol, traffic,
Honor Guard, Chaplains Corps, and the drone unit. June 2021 marked Noeller’s 25th year of
dedicated service to the City of Pueblo. From a patrol officer in 1996, Noeller was promoted to
detective, sergeant, SWAT Officer, and Captain, giving him a well-rounded experience along
with numerous letters of commendation.
FINANCIAL IMPLICATIONS:
The salary and benefits of the Chief of Police have been budgeted and appropriated within the
2021 budget.

Not applicable to this Resolution.
STAKEHOLDER PROCESS:
Not applicable to this Resolution.
ALTERNATIVES:
Failure to confirm the appointment of the Police Chief will result in that position remaining
vacant.
RECOMMENDATION:
Approval of the Resolution.
