Gradisar VIA: Marisa Stoller, City Clerk FROM: Laura Solano, Chief of Staff SUBJECT: AN ORDINANCE APPROVING A GRANT AWARD AND AGREEMENT WITH THE CITIES FOR FINANCIAL EMPOWERMENT FUND, INC., FINANCIAL EMPOWERMENT CENTER PLANNING GRANT PROGRAM IN THE AMOUNT OF $20,000, CREATING PROJECT NO. CI2110 AND BUDGETING AND APPROPRIATING SAID FUNDS INTO PROJECT CI2110 SUMMARY: This ordinance approves a grant award and agreement from the Cities for Financial Empowerment Fund, Inc. Financial Empowerment Center Planning Grant Program, beginning February 1, 2021 and ending January 30, 2022, and approves and accepts a grant award of $20,000.00 into Project CI2110. PREVIOUS COUNCIL ACTION: City Council has previously approved ordinances accepting a CFE Fund Financial Navigator grant, a CFE Fund City Start grant, and a CFE Fund Bank On Fellowship grant from the Cities for Financial Empowerment Fund, Inc. This is a new grant and a separate project. BACKGROUND: Cities for Financial Empowerment Fund’s Financial Empowerment Center Planning Grant Program offers local governments $20,000 in cash and extensive technical assistance from the CFE Fund and their partners to complete planning for a Financial Empowerment Center which would provide professional, one-on-one, municipally led and community organization-driven free financial counseling in Pueblo. FINANCIAL IMPLICATIONS: This grant will require monitoring, auditing, and submission of financial documents which will impact the City with staffing costs. This grant will provide funding to plan for a financial empowerment center to improve Pueblo families’ financial lives. BOARD/COMMISSION RECOMMENDATION: Not Applicable. STAKEHOLDER PROCESS: The Office of the Mayor supports the award to enhance the City’s efforts to improve the financial stability of Pueblo residents. ALTERNATIVES: Decline this grant offer from the Cities for Financial Empowerment Fund, Inc. RECOMMENDATION: Approval of the Ordinance. CI2110 AND BUDGETING AND APPROPRIATING SAID FUNDS INTO PROJECT CI2110 WHEREAS, the City Council of Pueblo has the authority on behalf of the City of Pueblo, including the Office of the Mayor, to accept grants from non-profit funding organizations for public and municipal purposes and to enter into agreements relating thereto; and WHEREAS, the Cities for Financial Empowerment Fund, Inc.’s Financial Empowerment Center Planning Grant Program has tendered a Grant Agreement including Terms and Conditions (the “Award”) in the amount of $20,000.00 to conduct planning for a financial empowerment center, a municipally led and community organization operated financial counseling services program in Pueblo; and WHEREAS, acceptance of the Award for the purposes for which it has been made is in the best interest of the City and will benefit the health, welfare and safety of the citizens of the City; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: WHEREAS, the City Council of Pueblo has the authority on behalf of the City of Pueblo, including the Office of the Mayor, to accept grants from non-profit funding organizations for public and municipal purposes and to enter into agreements relating thereto; and WHEREAS, the Cities for Financial Empowerment Fund, Inc.’s Financial Empowerment Center Planning Grant Program has tendered a Grant Agreement including Terms and Conditions (the “Award”) in the amount of $20,000.00 to conduct planning for a financial empowerment center, a municipally led and community organization operated financial counseling services program in Pueblo; and WHEREAS, acceptance of the Award for the purposes for which it has been made is in the best interest of the City and will benefit the health, welfare and safety of the citizens of the City; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The Memorandum of Understanding between the City of Pueblo, a Municipal Corporation, and the Cities for Financial Empowerment, Inc. (the “Grant Agreement”), a true copy of which is attached hereto, having been approved as to form by the City Attorney, is hereby approved and accepted in accordance with its terms and conditions. SECTION 2. The Mayor is authorized to execute the Grant Agreement in the name of the City of Pueblo, and the City Clerk is authorized to affix the seal of the City thereto and attest same. SECTION 3. Project CI2110 is created, and the grant amount of $20,000.00 is budgeted and appropriated to Project No. CI2110. SECTION 4. The officers and staff of the City are authorized to perform any and all acts consistent with the intent of this Ordinance and the attached agreement to implement the policies and procedures described herein.
