HomeMy WebLinkAbout09969ORDINANCE NO. 9969 AN ORDINANCE ESTABLISHING PROJECT CI2115 FOR PRAIRIE AVENUE TO MINNEQUA LAKE TRAIL PROJECT, APPROVING AN INTERGOVERNMENTAL AGREEMENT BETWEEN PUEBLO, A COLORADO MUNICIPAL CORPORATION, AND STATE OF COLORADO, PROJECT: MTF M086-088 (24024) / TAP M086-091 (24079), PRAIRIE AVENUE TO MINNEQUA LAKE TRAIL, BUDGETING AND APPROPRIATING FUNDS IN THE AMOUNT OF $388,000 AND AUTHORIZING THE MAYOR TO EXECUTE SAME BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The Prairie Avenue to Minnequa Lake Trail Project, CI2115, is hereby established. SECTION 2. The Intergovernmental Agreement (“IGA”) between Pueblo, a Colorado municipal corporation, and State of Colorado, Project: MTF M086-088 (24024) / TAP M086-091 (24079), Prairie Avenue to Minnequa Lake Trail, a copy of which is attached, having been approved as to form by the City Attorney, is hereby approved. SECTION 3. Subject to encumbrances by the Colorado State Department of Transportation, funds from MMOF M086-088 (24024) and TAP M086-091 (24079) in the amount of $388,000 are hereby budgeted and appropriated for the Prairie Avenue to Minnequa Lake Trail Project, No. CI2115. SECTION 4. The Mayor is authorized to execute and deliver the IGA in the name of the City and the City Clerk is directed to affix the seal of the City thereto and attest same. SECTION 5. The officers and staff of the City are authorized to perform any and all acts consistent with the intent of the Ordinance and IGA to implement the policies and procedures described therein. SECTION 6. This Ordinance shall become effective on the date of final action by the Mayor and City Council. Gradisar, Mayor VIA: Marisa Stoller, City Clerk FROM: Andrew Hayes, Director of Public Works Department SUBJECT: AN ORDINANCE ESTABLISHING PROJECT CI2115 FOR PRAIRIE AVENUE TO MINNEQUA LAKE TRAIL PROJECT, APPROVING AN INTERGOVERNMENTAL AGREEMENT BETWEEN PUEBLO, A COLORADO MUNICIPAL CORPORATION, AND STATE OF COLORADO, PROJECT: MTF M086-088 (24024) / TAP M086-091 (24079), PRAIRIE AVENUE TO MINNEQUA LAKE TRAIL, BUDGETING AND APPROPRIATING FUNDS IN THE AMOUNT OF $388,000 AND AUTHORIZING THE MAYOR TO EXECUTE SAME SUMMARY: This Ordinance creates Planning Project No. CI2115 for Prairie Avenue to Minnequa Lake Trail Project, approves an Intergovernmental Agreement (“IGA”) between Pueblo, a Colorado Municipal Corporation (“City”) and the State of Colorado, Colorado Department of Transportation (“CDOT”) relating to the Prairie Avenue to Minnequa Lake Trail Project and budgets and appropriates funds totaling $388,000 for the Prairie Avenue to Minnequa Lake Trail Project. PREVIOUS COUNCIL ACTION: None BACKGROUND: This Ordinance establishes the Prairie Avenue to Minnequa Lake Trail Project, CI2115. The project will provide for design and construction of an on-street and off-street trail connection west from Lake Minnequa Park to Alma Avenue along Tucci Lane. The project will also provide for the design of the trail south to Pueblo Blvd along the drainage ditch east of S. Prairie Ave. The construction of the remainder of the trail will be a future project. The City of Pueblo was awarded a Multimodal Option Fund (MMOF) grant with an overall project cost of $388,000. The match requirement for the state funded grant is 50% of the entire project costs. The funds for the match ($194,000) have been provided by the federally funded Transportation Alternatives Program (TAP) grant leftover funding through CDOT. FINANCIAL IMPLICATIONS: The City of Pueblo is not required to provide funding for the match for this grant. The grant match has been provided through the TAP grant left over funds from CDOT. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: None. ALTERNATIVES: Currently, there are no alternatives for completing the improvements without the funding from the State of Colorado CDOT MMOF and TAP grants. RECOMMENDATION: Approve the Ordinance.
