HomeMy WebLinkAbout14666RESOLUTION NO. 14666 A RESOLUTION AUTHORIZING THE PUEBLO URBAN RENEWAL AUTHORITY TO CONDUCT A STUDY TO DETERMINE WHETHER THE AREA ADJACENT TO THE PUEBLO COMMUNITY HEALTH CENTER PARK HILL LOCATION IS A SLUM, BLIGHTED AREA, OR A COMBINATION THEREOF, AND TO NOTIFY OWNERS OF PROPERTY IN THE AREA SUBJECT OF SUCH STUDY WHEREAS, Representatives of Pueblo Community Health Center have met with the Pueblo Urban Renewal Authority “the Authority” Staff to discuss revitalization efforts th surrounding the development of a new health care facility located at East 8 Street and Lacrosse; and WHEREAS, “the Authority” Staff will conduct a Conditions Survey to assess blighting factors, and make recommendations, if appropriate, for the purposes of considering a redevelopment plan to remove blighting conditions; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The Pueblo Urban Renewal Authority (the “Authority”) Staff is hereby authorized to complete a study to determine if the area adjacent to the Pueblo Community Health Center Park Hill Clinic is a slum, blight or combination thereof. SECTION 2. Within thirty days of the authorization of the study described in Section 1, the Authority shall notify the owners of property in the area of such study pursuant to Section 31-25-107(1)(b) Colorado Revised Statutes. SECTION 3. Within Thirty days of the authorization of the study described in Section 1, the “Authority” shall notify each public body that levies ad valorem property tax in the area of the study. SECTION 4. The officers and staff of the “Authority” are authorized and directed to perform any and all acts consistent with this Resolution to implement the policies and procedures described herein. Section 5. This resolution shall become effective immediately upon passage and approval. Pacheco, Executive Director SUBJECT: A RESOLUTION AUTHORIZING THE PUEBLO URBAN RENEWAL AUTHORITY TO CONDUCT A STUDY TO DETERMINE WHETHER THE AREA ADJACENT TO THE PUEBLO COMMUNITY HEALTH CENTER PARK HILL LOCATION IS A SLUM, BLIGHTED AREA, OR A COMBINATION THEREOF, AND TO NOTIFY OWNERS OF PROPERTY IN THE AREA SUBJECT OF SUCH STUDY SUMMARY: This resolution authorizes the Pueblo Urban Renewal Authority (PURA) to conduct a study to identify blighting factors within a twelve-block area surrounding the Pueblo th Community Health Center Park Hill clinic located at E. 8 Street and Lacrosse. PREVIOUS COUNCIL ACTION: On July 6, 2020 representatives from Pueblo Community Health Center and the Pueblo Urban Renewal Authority presented redevelopment opportunities at the City Council Work Session. BACKGROUND: PURA has met with City of Pueblo and Pueblo Community Health Center representatives to discuss redevelopment opportunities surrounding PCHC’s new $38 million health care th facility located at E. 8 Street and Lacrosse. PCHC’s investment could serve as a catalyst to develop, establish, and execute a measurable redevelopment plan for the area immediately adjoining the new clinic. FINANCIAL IMPLICATIONS: None. BOARD/COMMISSION RECOMMENDATION: The PURA Board of Commissioners and Pueblo Community Health Center recommend approval of this resolution. STAKEHOLDER PROCESS: None. ALTERNATIVES: None.
