HomeMy WebLinkAbout14639RESOLUTION NO. 14639 A RESOLUTION IN SUPPORT OF AN APPLICATION FOR A SPECIAL USE PERMIT FOR A GROUP CARE FACILITY (ZBA CASE NO. 21-15) TO BE LOCATED AT 1725 W. PUEBLO BOULEVARD, PUEBLO, CO 81004 AND URGING THE ZONING BOARD OF APPEALS TO APPROVE SAID APPLICATION Recitals WHEREAS, the Colorado Mental Health Institute at Pueblo (“CMHIP”) closed the “Circle Program” (specializing in the treatment of alcoholism, opioid and other drug addictions and dual diagnosis (mental health and substance abuse) in June, 2017; and WHEREAS, CMHIP’s closure of the Circle Program not only caused harm to Colorado’s public health, but the loss of jobs caused financial harm to the City of Pueblo; and WHEREAS, State Senator Leroy Garcia and State Representative Daneya Esgar sponsored legislative action, with the approval of the General Assembly, in 2019 which not only reestablished the Circle Program but also awarded a state contract to Crossroads’ Turning Points, Inc. a Colorado nonprofit corporation (“Crossroads”) to operate the Circle Program in the City of Pueblo; and WHEREAS, Crossroads has been operating the Circle Program in a facility which is no longer functional and Senator Garcia and Representative Esgar caused the state, with the approval of the General Assembly, to appropriate $950,000 to Crossroads for purposes of acquiring a new facility; and WHEREAS, in order to qualify for the $950,000, Crossroads must “close” the purchase of 1725 W. Pueblo Boulevard (“Property”) by June 30, 2021 (the end of the state’s current fiscal year; and WHEREAS, Crossroads intends to rehabilitate an existing building on the Property and to construct a new building as a residential facility to provide treatment services to approximately ten (10) men and ten (10) women; and WHEREAS, the failure to approve the Special Use Permit for a Group Care Facility would result in the loss of twenty-five (25) high-paying jobs ($1.8 million in annual payroll) and an overall loss of approximately $2.5 to $3.0 million to the local economy; and WHEREAS, approval of the Special Use Permit for a Group Care Facility (ZBA Case No. 21-15) is in the public interest; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, pursuant to authority explicitly granted by Sec. 3-5 (a) of the City Charter, that: SECTION 1. The foregoing Recitals are incorporated herein by reference and are hereby made a part of this Resolution. SECTION 2. The City Council of the City of Pueblo supports the application for a Special Use Permit for a Group Care Facility (ZBA Case No. 21-15) to be located at 1725 W. Pueblo Boulevard, Pueblo, CO 81004 and strongly urges the Zoning Board of Appeals to approve said application. SECTION 3. This Resolution shall become effective immediately upon final passage.
