HomeMy WebLinkAbout09935ORDINANCE NO. 9935 AN ORDINANCE ESTABLISHING PROJECT CI2111 FOR UNION AND GRAND AVENUE PLAZA, ACCEPTING A SMALL DOLLAR GRANT FROM THE COLORADO DEPARTMENT OF TRANSPORTATION, TRANSFERRING $5,000 FROM HU2002 TO CI2111, BUDGETING AND APPROPRIATING FUNDS IN THE AMOUNT OF $55,000, AND AUTHORIZING THE MAYOR TO EXECUTE SAME BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. Project CI2111 is hereby established. SECTION 2. The small dollar grant from the State of Colorado, Colorado Department of Transportation’s Revitalizing Main Streets Program Project is hereby accepted for $50,000. SECTION 3. Funds in the amount of $50,000 are hereby budgeted and appropriated for the Union and Grand Avenue Plaza, Project No. CI2111. SECTION 4. Funds in the amount of $5,000 are hereby transferred from Project No. HU2002 to Project No. CI2111 and budgeted and appropriated. SECTION 5. The officers and staff of the City are authorized to perform any and all acts consistent with this Ordinance to implement the policies and procedures described herein. SECTION 6. This Ordinance shall become effective on the date of final action by the Mayor and City Council. Action by City Council: Introduced and initial adoption of Ordinance by City Council on May 10, 2021 . Hayes, P.E., Director of Public Works SUBJECT: AN ORDINANCE ESTABLISHING PROJECT CI2111 FOR UNION AND GRAND AVENUE PLAZA, ACCEPTING A SMALL DOLLAR GRANT FROM THE COLORADO DEPARTMENT OF TRANSPORTATION, TRANSFERRING $5,000 FROM HU2002 TO CI2111, BUDGETING AND APPROPRIATING FUNDS IN THE AMOUNT OF $55,000, AND AUTHORIZING THE MAYOR TO EXECUTE SAME SUMMARY: This Ordinance creates Capital Improvement Project No. CI2111 for Grand and Union Avenue Plaza, accepting a small dollar grant from the State of Colorado, Colorado Department of Transportation relating to the FY21 Revitalizing Main Streets Program Project, transfers funds in the amount of $5,000, and budgets and appropriates funds total $55,000 for the Union and Grand Avenue Plaza. PREVIOUS COUNCIL ACTION: None. BACKGROUND: In preparation for the overlay of Grand Avenue, and as designed in the Union and Main Master Plan, it was determined that the intersection of Union Avenue and Grand Avenue needs improvements for both pedestrian and vehicle traffic. The City intends to construct a permanent, raised plaza in the area that is currently a right turn lane from Grand Avenue to Union Avenue. The right turn lane has been blocked off and the area is currently occupied with a temporary parklet and outdoor seating for the Senate Bar and Grill. FINANCIAL IMPLICATIONS: The matching funds in the amount of $5,000 are being transferred from Project HU2002 to CI2111. Funds in the amount of $55,000 shall be budgeted and appropriated for the Project, CI2111. BOARD/COMMISSION RECOMMENDATION: Not applicable to this Ordinance. STAKEHOLDER PROCESS: Not applicable to this Ordinance. ALTERNATIVES: Not approving the Ordinance would require the City to not accept the small dollar grant and provide all funding for the Union and Grand Avenue Plaza.
