HomeMy WebLinkAbout09923 ORDINANCE NO. 9923 AN ORDINANCE APPROVING AND ACCEPTING A GRANT AWARD AND APPLICABLE CONDITIONS PERTAINING THERETO WITH THE STATE OF COLORADO DEPARTMENT OF LOCAL AFFAIRS (DOLA) PEACE OFFICERS MENTAL HEALTH SUPPORT GRANT PROGRAM, ESTABLISHING PROJECT NUMBER PS2013, AND BUDGETING AND APPROPRIATING AN INITIAL AWARD OF FUNDS IN THE SUM OF $9,280.00 INTO PROJECT PS2013 WHEREAS, the City Council of Pueblo has the authority on behalf of the City of Pueblo, including its Police Department, to accept grants from the state government for public and municipal purposes and to enter into agreements relating thereto; and WHEREAS, the State of Colorado Department of Local Affairs has tendered a Grant Award Letter including Terms and Conditions (the “Award”) in the amount of $9,280.00 for law enforcement training purposes for the Peace Officers Mental Health Support upon conditions recited therein or incorporated therein by reference; and WHEREAS, acceptance of the Award for the purposes for which it has been made is in the best interest of the City and will benefit the health, welfare and safety of the citizens of the City; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The Award of the State of Colorado Department of Local Affairs Peace Officer Mental Health Support Grant funding in the amount of $9,280.00 is hereby approved and accepted in accordance with its terms and conditions. SECTION 2. The Police Department is empowered to apply for and accept additional grant awards pursuant to the Grant Agreement as those funds are made available by the State. SECTION 3. Project Number PS2013 is hereby established in the Public Safety Grants Fund. All current and future funds accepted under this ordinance shall be budgeted and appropriated into Project Number PS2013 by the Finance Department. SECTION 4. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Ordinance and the attached agreement to effectuate the policies and procedures described herein. SECTION 5. This Ordinance shall become effective on the date of final action by the Mayor and City Council. Davenport, Chief of Police SUBJECT: AN ORDINANCE APPROVING AND ACCEPTING A GRANT AWARD AND APPLICABLE CONDITIONS PERTAINING THERETO WITH THE STATE OF COLORADO DEPARTMENT OF LOCAL AFFAIRS (DOLA) PEACE OFFICERS MENTAL HEALTH SUPPORT GRANT PROGRAM, ESTABLISHING PROJECT NUMBER PS2013, AND BUDGETING AND APPROPRIATING AN INITIAL AWARD OF FUNDS IN THE SUM OF $9,280 INTO PROJECT PS2013 SUMMARY: This ordinance approves a grant award from the Department of Local Affairs and approves and accepts an initial grant award of $9,280.00 into Project PS2013. PREVIOUS COUNCIL ACTION: On September 26, 2019 City Council approved Ordinance No. 9553 which accepted and approved funds for the 2019 POMH Grant. On September 14, 2020, Council approved Resolution No. 14472, which authorized staff to submit an application requesting an award of this grant for the current fiscal year. BACKGROUND: The Peace Officers Mental Health Support grant program within the Department of Local Affairs (DOLA) is available for local law enforcement agencies to engage mental health professionals who can provide on-scene response services to support peace officers’ handling of persons with mental health disorders and counseling services for peace officers. FINANCIAL IMPLICATIONS: This grant will require monitoring, auditing, and submission of financial documents which will impact the City with staffing costs. This grant will improve the mental health of Officers with the Pueblo Police Department by hiring Dr. Judith Long for 216 hours of training and services. The first step will be to train our Peer Support Team (approx. 20 Officers) so they can support any officer that reaches out to them. Dr. Long will provide clinical oversight and quarterly training to the team. Dr. Long will also provide counseling for Critical Incident Responses. All department members will receive annual training in wellness and resiliency topics. Training and resources through this grant will be used exclusively for the 224 sworn law enforcement members of the Pueblo Police Department. Matching funds from the City are not required for this grant. BOARD/COMMISSION RECOMMENDATION: Not Applicable. STAKEHOLDER PROCESS: The Pueblo Police Department supports the award and appropriation of the funds to establish additional mental health support resources for its Officers. ALTERNATIVES: Decline this grant offer from the Department of Local Affairs Peace Officers Mental Health Support. RECOMMENDATION: Approval of the Ordinance.
