AN ORDINANCE AMENDING THE FISCAL YEAR 2021
STAFFING ORDINANCE BY RECLASSIFICATION OF A
POSITION WITHIN THE CIVIL SERVICE DEPARTMENT
WHEREAS, it is necessary to revise the position for the ultimate efficiency and
functionality for the Civil Service Department; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter
being deleted, underscore indicates matter being added)
SECTION 1.
The following section captioned “Civil Service” “of Ordinance No. 9852, being the 2021
Staffing Ordinance, is amended as follows:
Civil Service
Civil Service Administrator 1
Civil Service Commissioner 3
\[Senior Office Assistant\] Civil Service Analyst 1
Total 5
SECTION 2.
The officers and staff of the City are authorized to perform any and all acts consistent with
the intent of this Ordinance to implement the transactions described therein.
SECTION 3.
The foregoing reclassification is contingent upon and subject to final approval by the Civil
Service Commission if such reclassification is appealed and shall become effective upon the date
that such reclassification becomes final pursuant to Section 6-4-5, P.M.C.
SECTION 4.
This Ordinance shall be deemed to amend the Fiscal Year 2021 Budget with respect to
the allocation of positions within the Civil Service Department and shall become effective on the
date of final action by the Mayor and City Council.

BY RECLASSIFICATION OF A POSITION WITHIN THE CIVIL SERVICE
DEPARTMENT
SUMMARY:
The Civil Service Department requests to adjust its staffing by reclassifying one Senior Office
Assistant to Civil Service Analyst.
PREVIOUS COUNCIL ACTION:
On December 28, 2020 Ordinance No. 9852 was approved by City Council. This Ordinance
provided authorized staffing for Fiscal Year 2021.
BACKGROUND:
The Civil Service Department requests to adjust its staffing by reclassifying one Senior Office
Assistant to a Civil Service Analyst. The department only has two full-time staff members, and
this position is one of the two. The request for reclassification was submitted in late 2020 and
was under review when the 2021 staffing ordinance was presented to City Council in late
December. The reclassification review found that the Senior Office Assistant position, which is
a journey-level general administrative support position has consistently performed job duties that
are at a higher level than those represented by the current classification. Performance of the
duties has been occurring for over one year. Several years ago, the Civil Service Department
downgraded the existing Civil Service Analyst position to the lower-level administrative support
position when the former incumbent retired and a new Civil Service Administrator was appointed.
The workload has now evolved to the extent that Civil Service Administrator requests to reinstate
the higher-level position to accomplish the activities of the department. The duties now being
performed are consistent with the existing classification of Civil Service Analyst. The result of this
action will be no net increase in staffing.
FINANCIAL IMPLICATIONS:
Funding for the reclassified position will come from the General Fund. The salary difference is
approximately $6,048 for the remainder of 2021 and will be absorbed within the existing
department budget. Therefore, no additional funding is required.
BOARD/COMMISSION RECOMMENDATION:
None.
STAKEHOLDER PROCESS:
The elected members of the Civil Service Commission are fully supportive of the reclassification.
City Administration and members of the executive board of the Pueblo Association of Government
Employees (PAGE) have discussed this reclassification and there was no objection. Both the
existing and reclassified position are within the PAGE bargaining unit.
ALTERNATIVES:
The no action alternative would be to retain the current classification assignment, necessitating
reassignment of higher-level duties back to the Civil Service Administrator level within the small
staff of the Civil Service Department. This is not operationally desirable.
RECOMMENDATION:
Approval of the Ordinance.
