AN ORDINANCE APPROVING AND ACCEPTING
ADDITIONAL FUNDS FROM THE COLORADO STATE
FOREST SERVICE IN THE AMOUNT OF $5,371.07
PURSUANT TO THE TEAMING UP FOR TREES GRANT,
AND BUDGETING AND APPROPRIATING SAID FUNDS TO
PROJECT NO. PL1903
WHEREAS, on May 13, 2019, the City of Pueblo accepted a Colorado State Forest
Service “Teaming Up for Trees” grant in the amount of $27,900.00; and
WHEREAS, additional grant funds in the amount of $5,371.07 have been made
available; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Funds in the amount of $5,371.07 are hereby accepted from the Colorado State
Forest Service. Said funds shall be budgeted and appropriated to Project No. PL1903 –
“Teaming Up for Trees” Grant.
SECTION 2.
Grant funds shall be used in accordance with the Project Award Notification
approved on May 13, 2019 through Ordinance No. 9455.
SECTION 3.
Matching City funds in the amount of $5,371.07 from the budget of the City Parks
and Recreation Department have been expended for the purposes authorized by the
Project Award Notification.
SECTION 4.
The officers and staff of the City are authorized to perform any and all acts
consistent with the intent of this Ordinance.
SECTION 5.
This Ordinance shall become effective on the date of final action by the Mayor and
City Council.

SUMMARY:
This Ordinance budgets and appropriates additional funds received from the Colorado
State Forest Service pursuant to the Teaming Up for Trees grant into Project No. PL1903,
which is used for reimbursement costs associated with the removal and replacement of
trees within the Pueblo park system.
PREVIOUS COUNCIL ACTION:
On May 13, 2019, City Council approved Ordinance No. 9455, which approved and
accepted the Colorado State Forest Service’s “Teaming Up for Trees” grant in the amount
of $27,900.00, established Project No. PL1903, and budgeted and appropriated the funds
into said project.
BACKGROUND:
In 2017, the Colorado State Forest Service (CSFS) secured approximately $200,000.00
for replacing dead and dying trees with new transplanted stock in Southeastern Colorado.
Specifically, this funding was secured by CSFS to help replace trees that were severely
damaged as a result of the spring snowstorm in April 2017.
The CSFS “Teaming Up for Trees” grant specified that the funding would not be solely
for tree removal, but also for planting new trees. The grant funds were divided between
three Southern Colorado State Forest Service districts and each district funded projects
within their respective TREE CITY USA communities. City Park’s staff has taken
advantage of this grant fund opportunity to remove and replace trees within the City’s 650
plus acres of maintained parks and streetscapes. In 2020, the City of Pueblo was
recognized as a TREE CITY USA community for forty (40) consecutive years for its
commitment and appreciation of trees in the community.
Staff provided the required work plans to the CSFS, which highlighted the personnel and
equipment costs associated with the removal of dead or severely damaged trees and
replacing them with new plantings.
The CSFS notified staff that additional funds in the amount of $5,371.07 over the original
$27,900.00 will be awarded to the City of Pueblo as part of this grant.
FINANCIAL IMPLICATIONS:
The additional grant award funds will be utilized to replace trees within the City’s park
system that have been removed over the past couple of years.

ALTERNATIVES:
If this Ordinance is not approved, the City will be required to return the additional funds
to the Colorado State Forest Service, and the additional trees to be planted throughout
the City’s park system will be reduced accordingly.
RECOMMENDATION:
Approval of the Ordinance.
