HomeMy WebLinkAbout09900ORDINANCE NO. 9900 AN ORDINANCE AMENDING THE FISCAL YEAR 2021 STAFFING ORDINANCE BY RECLASSIFYING A POSITION WITHIN THE WASTEWATER DEPARTMENT WHEREAS, it is necessary to revise the position for the ultimate efficiency and functionality for the Wastewater Department; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter being deleted, underscore indicates matter being added) SECTION 1. The following section captioned “Wastewater-Collection” “of Ordinance No. 9852, being the 2021 Staffing Ordinance, is amended as follows: Wastewater-Collection WW Collection Supervisor 1 \[Wastewater Utility Worker V 1\] WW Utility Worker/WW Utility Worker I/ WW Utility Worker II/WW Utility Worker III \[8\] 9 WW Utility Worker IV 7 Total 17 SECTION 2. The officers and staff of the City are authorized to perform any and all acts consistent with the intent of this Ordinance to implement the transactions described therein. SECTION 3. The foregoing reclassification is contingent upon and subject to final approval by the Civil Service Commission if such reclassification is appealed and shall become effective upon the date that such reclassification becomes final pursuant to Section 6-4-5, P.M.C. SECTION 4. This Ordinance shall be deemed to amend the Fiscal Year 2021 Budget with respect to the allocation of positions within the Civil Service Department and shall become effective on the date of final action by the Mayor and City Council. Gradisar, Mayor VIA: Brenda Armijo, City Clerk FROM: Marisa Pacheco, Human Resources Director Nancy Keller, Wastewater Director SUBJECT: AN ORDINANCE AMENDING THE FISCAL YEAR 2021 STAFFING ORDINANCE BY RECLASSIFYING A POSITION WITHIN THE WASTEWATER DEPARTMENT SUMMARY: The Wastewater Department requests to adjust its staffing by downgrading a vacant Wastewater Utility Worker V to a Wastewater Utility Worker III. PREVIOUS COUNCIL ACTION: On December 28, 2020 Ordinance No. 9852 was approved by City Council. This Ordinance provided authorized staffing for Fiscal Year 2021. BACKGROUND: Wastewater has had a difficult time filling Wastewater Utility Worker IV vacancies and believes that adding another position at the III level within the classification series will result in placement of an incumbent who will ultimately be able to obtain the certifications and promote to the IV level at which there are currently multiple vacancies. The Wastewater Utility Worker III classification serves as a critical feeder class to fill the higher-level IV positions. FINANCIAL IMPLICATIONS: No additional funding required. The salary savings from this change will be at least $3,628.66 for the remainder of 2021 which will be credited to the Wastewater Utility Enterprise Fund. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: None. ALTERNATIVES: The no action alternative would be to retain the current classification level of the vacancy which is operationally undesirable. RECOMMENDATION: Approval of the Ordinance.
