CI2105 FOR THE PURPOSE OF FULFILLING THE CITY OF PUEBLO’S OBLIGATIONS UNDER PUEBLO COUNTY’S 5 STAR CERTIFICATION PROGRAM VARIANCE PURSUANT TO AN INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF PUEBLO AND PUEBLO COUNTY DATED JANUARY 1, 2021 AND APPROVED IN ORDINANCE NO. 9865 BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO that: SECTION 1. Project No. CI2105 is hereby established and funds in the amount of up to Two Hundred Thirty-Two Thousand Dollars ($232,000.00) are budgeted and appropriated to Project No. CI2105 for the purposes of fulfilling the City of Pueblo’s obligations under an Intergovernmental Agreement between the City of Pueblo and Pueblo County for the County’s 5 Star Certification Program Variance. SECTION 2. The officers and staff of the City are authorized and directed to perform any and all acts consistent with this Ordinance and the attached Agreement, to implement the policies and procedures described therein. SECTION 3. This Ordinance shall become effective on the date of final action by the Mayor and City Council. CI2105 AND BUDGETING AND APPROPRIATING UP TO TWO HUNDRED THIRTY-TWO THOUSAND DOLLARS ($232,000) TO PROJECT NO. CI2105 FOR THE PURPOSE OF FULFILLING THE CITY OF PUEBLO’S OBLIGATIONS UNDER PUEBLO COUNTY’S 5 STAR CERTIFICATION PROGRAM VARIANCE PURSUANT TO AN INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF PUEBLO AND PUEBLO COUNTY DATED JANUARY 1, 2021 AND APPROVED IN ORDINANCE NO. 9865 SUMMARY: Attached is an Ordinance establishing Project No. CI2105 and budgeting and appropriating up to Two Hundred Thirty-Two Thousand Dollars ($232,000.00) to Project No. CI2105 for the purposes of fulfilling the City of Pueblo’s obligations under an Intergovernmental Agreement between the City of Pueblo and Pueblo County for the County’s 5 Star Certification Program Variance. PREVIOUS COUNCIL ACTION: On December 28, 2020, the Pueblo City Council passed Ordinance No. 9865 – “An Ordinance approving and authorizing the Mayor to sign an Intergovernmental Agreement between the City of Pueblo, a Colorado Municipal Corporation and the County of Pueblo, a Political Subdivision of the State of Colorado, relating to the implementation and enforcement of the 5 Star Certification Program variance”. The resulting Intergovernmental Agreement, which took effect January 1, 2021, includes certain obligations for the City of Pueblo, including the employment of COVID-19 Technicians. In the Agreement, Pueblo County agrees to reimburse the City an amount up to $232,000 for the cost of salaries and expenses of the City’s COVID-19 Technicians. BACKGROUND: The purpose of the attached Ordinance is to create Project No. CI2105 and budget and appropriate up to $232,000 for salaries and expenses of the City’s COVID-19 Technicians beginning January 1, 2021. The salaries and expenses will be reimbursed to the City by Pueblo County pursuant to Intergovernmental Agreement. FINANCIAL IMPLICATIONS: Under the attached proposed Ordinance, up to Two Hundred Thirty-Two Thousand Dollars ($232,000.00) will be budgeted and appropriated for the purposes of paying salaries and expenses of the City’s COVID-19 Technicians. Pueblo County will reimburse the City for said expenses pursuant to an Intergovernmental Agreement. BOARD/COMMISSION RECOMMENDATION: Not applicable to this Ordinance. STAKEHOLDER PROCESS: Not applicable to this Ordinance. ALTERNATIVES: City Council has the option of creating Project No. CI2105 and not budgeting and appropriating up to $232,000.00 to pay for the salaries and expenses of COVID-19 Technicians which will be reimbursed by Pueblo County pursuant to an Intergovernmental Agreement.
