HomeMy WebLinkAbout09893 ORDINANCE NO. 9893 AN EMERGENCY ORDINANCE AUTHORIZING PAYMENT OF NINETY THOUSAND DOLLARS ($90,000) FROM THE CORONAVIRUS RELIEF FUND PROJECT NO. CI2010 TO THE NON-PROFIT SUPPORT AND RECOVERY PROGRAM BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO that: SECTION 1. The City Council finds and determines that the expenditure of Ninety Thousand Dollars ($90,000.00) to assist local non-profits who have been financially impacted by COVID-19 and who operate hunger relief programs and services to serve the general public who have been financially impacted by COVID-19 is for a public purpose and in furtherance of the public health, safety and welfare of its citizens. SECTION 2. Payment of funds in the amount of Ninety Thousand Dollars ($90,000.00) are hereby authorized to be expended and made available out of the Coronavirus Relief Fund Project No. CI2010 for the purpose of providing grants in an amount up to $10,000 to qualifying local non-profits who have been financially impacted by COVID-19 and who operate hunger relief programs and services to serve the general public who have been financially impacted by COVID-19. SECTION 3. The standard form Grant Agreement (“Agreement”), a copy of which is attached hereto and having been approved as to form by the City Attorney, is hereby approved, and the Mayor is authorized to execute said Agreement by and between the qualifying local non-profits and the City, and the City Clerk is directed to affix the seal of the City thereto and attest same. The officers and staff of the City are further authorized to perform any and all acts consistent with this Ordinance and the attached Agreement, to implement the policies and procedures described therein. SECTION 4. Pursuant to Executive Order D2020 295, amending the CARES Act, to extend the deadline for expenditure until December 31, 2021, qualifying eligible expenses under the Coronavirus Relief Fund Project No. CI 2010 shall include expenses incurred during the period that begins on March 1, 2020 and ends of December 31, 2021. SECTION 5. This Ordinance shall become effective on the date of final action by the Mayor and City Council. CI2010 TO THE NON-PROFIT SUPPORT AND RECOVERY PROGRAM SUMMARY: Attached is an Ordinance authorizing payment of ninety thousand dollars ($90,000) from the Coronavirus Relief Fund to the non-profit support and recovery program to assist hunger relief organizations facing increased demand as a result of Covid-19. PREVIOUS COUNCIL ACTION: Not applicable to this Ordinance. BACKGROUND: The Pueblo Food Project convened the COVID-19 hunger relief task force, which has been meeting biweekly since April 14, 2020. The task force comes together to strategize and execute hunger relief work especially as demand for services dramatically increased as a result of Covid-19. This program will grant support to up to nine organizations that have been active participants in the task force, in hunger relief work, and are experiencing increased demand for their services, and a loss of financial resources as a result of COVID-19. FINANCIAL IMPLICATIONS: The City of Pueblo will authorize payment of up to $90,000 from the Coronavirus Relief Fund Project NO. CI2010. BOARD/COMMISSION RECOMMENDATION: Not applicable to this Ordinance. STAKEHOLDER PROCESS: Not applicable to this Ordinance. ALTERNATIVES: If the proposed Ordinance is not approved, the money will not be authorized. RECOMMENDATION: Approval of the Ordinance.
