AN ORDINANCE APPROVING AND ACCEPTING TWO GRANT
AGREEMENTS BETWEEN THE EL POMAR FOUNDATION AND
THE CITY OF PUEBLO, ON BEHALF OF THE PUEBLO FOOD
PROJECT, FOR GRANT AWARDS IN THE AMOUNTS OF $2,500
AND $7,500, RATIFYING THE PRIOR SIGNATURES OF THE
MAYOR THERETO, ESTABLISHING PROJECT NO. CI2104, AND
BUDGETING AND APPROPRIATING $10,000 INTO PROJECT
NO. CI2104
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The El Pomar Foundation Grant Agreement dated July 21, 2020 (“Agreement No. 1”), by
and between the City of Pueblo, a Municipal Corporation, on behalf of the Pueblo Food Project,
and the El Pomar Foundation, a copy of which is attached hereto, having been approved as to
form by the City Attorney, is hereby approved.
SECTION 2.
The El Pomar Foundation Grant Agreement dated December 8, 2020 (“Agreement No.
2”), by and between the City of Pueblo, a Municipal Corporation, on behalf of the Pueblo Food
Project, and the El Pomar Foundation, a copy of which is attached hereto, having been approved
as to form by the City Attorney, is hereby approved.
SECTION 3.
The Mayor’s execution of Agreement No. 1 on August 3, 2020 and Agreement No. 2 on
January 11, 2021, in the name and on behalf of the City of Pueblo, is hereby approved and ratified.
SECTION 4.
Project No. CI2014 (El Pomar Grants Project) is hereby established.
SECTION 5.
Funds in amounts totaling $10,000.00 shall be accepted pursuant to Agreement No. 1 and
Agreement No. 2, and budgeted and appropriated into Project No. CI2014 (El Pomar Grants
Project).
SECTION 6.
The officers and staff of the City are hereby authorized to perform any and all acts
consistent with this Ordinance and the attached agreements to implement the transactions
described therein.
SECTION 7.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.

SUMMARY:
Attached is an Ordinance approving and accepting grant agreements in the amounts of $2,500
and $7,500 from the El Pomar Foundation (“El Pomar”) to provide funds for the Pueblo Food
Project, ratifying the Mayor’s signature, and budgeting and appropriating the grant funds to Project
No. CI2104.
PREVIOUS COUNCIL ACTION:
Not applicable to this Ordinance.
BACKGROUND:
The Pueblo Food Project received funds from the El Pomar Foundation to support COVID-19
hunger relief efforts. This award was recommended by the Southeast Regional Council. All
activities are geared towards COVID-19 hunger relief. The City is the fiscal sponsor for the Pueblo
Food Project, which will be carrying out the activities for purposes of the grant. Due to time
restrictions associated with the grant, Mayor Nicholas Gradisar signed the Grant Agreements on
August 3, 2020 and January 11, 2021.
FINANCIAL IMPLICATIONS:
There are no matching funds required for this grant. The City of Pueblo will receive the entire
$10,000.00 on behalf of the Pueblo Food Project upon passage of the Ordinance.

Not applicable to this Ordinance.
STAKEHOLDER PROCESS:
Not applicable to this Ordinance.
ALTERNATIVES:
If the proposed Ordinance is not approved, the Pueblo Food Project will not receive the grant
funds.

Approval of the Ordinance.
