HomeMy WebLinkAbout14576 RESOLUTION NO. 14576 A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $984,133 TO HPM CONTRACTING, INC. FOR PROJECT NO. PL0804, CITY CENTER AND SANTA FE STREETSCAPE, SETTING FORTH A CONTINGENCY IN THE AMOUNT OF $93,984.08 AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE SAME WHEREAS, proposals for PL0804, City Center and Santa Fe Streetscape Project have been received and examined; and, WHEREAS, the proposal of HPM Contracting, Inc was the lowest and most responsive bid; NOW, THEREFORE; BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. A contract for Project PL0804, City Center and Santa Fe Streetscape Project is hereby awarded to said bidder for the base bid plus bid alternates 3, 4 and 5 for a total amount of $984,133.00. SECTION 2. Funds in the amount of $984,133.00 shall be available from Project PL0804, City Center and Santa Fe Streetscape Project. SECTION 3. In addition to the amount of the bid set forth, as aforementioned, an additional amount as stipulated in this section is hereby established for contingencies and additional work. Contingencies and Additional Work . . . . $93,984.08 SECTION 4. The Purchasing Agent is hereby authorized to execute said contract on behalf of the City of Pueblo, a Colorado Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. SECTION 5. The officers and staff of the City are authorized to perform any and all acts consistent with this Resolution to implement the policies and procedures described herein. SECTION 6. This Resolution shall become effective immediately upon passage and approval. Hayes, P.E., Director of Public Works SUBJECT: A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $984,133 TO HPM CONTRACTING, INC. FOR PROJECT NO. PL0804, CITY CENTER AND SANTA FE STREETSCAPE, SETTING FORTH A CONTINGENCY IN THE AMOUNT OF $93,984.08 AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE SAME SUMMARY: This Resolution awards a construction contract to HPM Contracting, Inc for the City Center and Santa Fe Streetscape Project, PL0804. HPM Contracting, Inc was deemed the lowest and most responsive bidder and will be awarded a contract in the amount of $984,133.00. A contingency of $93,984.08 will be set forth for unforeseen circumstances. PREVIOUS COUNCIL ACTION: Ordinance 8706, dated March 10, 2014, established project PL0804, City Center and Santa Fe Streetscape Project Ordinance 7870, dated August 11, 2008, approved transportation enhancement contract, STE-M086-053 (16810) with CDOT and budgeting and appropriating funds in the amount of $408,750.00 to project PL0804 – City Center and Santa Fe Streetscape. Resolution 12322, dated February 27, 2012, approved an agreement for a professional engineering services with JR Engineering, Inc, in the amount of $39,869.00 to project PL0804 – City Center and Santa Fe Streetscape. Resolution 13940, dated April 9, 2018, approved an amended agreement for professional appraisal services for Williams Valuation, LLC, in the amount of $5,750.00 to project PL0804 – City Center and Santa Fe Streetscape. Ordinance 9422, dated February 11, 2019, approved Amendment #1 to a professional engineering services agreement with JR Engineering, Inc, in the amount of $27,612.00 to project PL0804 – City Center and Santa Fe Streetscape. Ordinance 9423, dated February 11, 2019, approved Amendment #2 to a professional engineering services agreement with JR Engineering, Inc, in the amount of $13,435.00 to project PL0804 – City Center and Santa Fe Streetscape. Ordinance 9409, dated September 24, 2018, transferred funds in the amount of $100,000.00 from project HU1204 and funds in the amount of $50,000.00 from project SW1904 and budgeted and appropriated $150,000.00 to project PL0804 – City Center and Santa Fe Streetscape. Ordinance 9350, dated January 28, 2019, transferred funds in the amount of $450,000.00 from the 2018 Fund Balance of the General Fund and budgeted and appropriated said funds to project PL0804 – City Center and Santa Fe Streetscape. Ordinance 9761, dated July 27, 2020, approved an Intergovernmental Agreement, STE M086-053 (16810) between the City of Pueblo and CDOT and budgeted and appropriated $208,884.00 to project PL0804 – City Center and Santa Fe Streetscape. BACKGROUND: Pueblo City Council identified the City Center and Santa Fe Avenue intersection as an important entrance to the Central Downtown and that it is in need of improvements. The goal of this project is to provide streetscape improvements on the City Center entrance from Interstate 25 to Santa Fe Avenue and the east side of Santa Fe Avenue for one block in each direction. The streetscape portion of the project will install sidewalks, storm drainage inlets, decorative paving, landscaping, and enhanced pedestrian crossings. The Project was bid in 2019 but lacked sufficient funds to complete the Project as designed. The City has been working with JR Engineering in the past few months to reduce the scope of the Project to bring it within budget. In addition, the City has been awarded a grant from the CDOT Multimodal Options Fund (MMOF) for an additional $208,884. The City of Pueblo received two (2) bids for the City Center and Santa Fe Streetscape project. The two (2) bids received were from HPM, Inc and Tony J Beltramo and Sons, Inc. The City has reviewed their bids and finds that the lowest and most responsive bid is from HPM, Inc. The City of Pueblo will award the base bid, $915,428.00 plus bid alternates 3, 4 and 5 for a total of $984,133.00. FINANCIAL IMPLICATIONS: Funds (including contingency) in the amount of $1,078,117.08.00 shall be paid from the City Center and Santa Fe Streetscape Project, PL0804. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: None. ALTERNATIVES: Denial of this Resolution will result in cancellation of the Project. RECOMMENDATION: Approval of this Resolution.
