HomeMy WebLinkAbout14575RESOLUTION NO. 14575 A RESOLUTION REESTABLISHING THE PUEBLO MEMORIAL AIRPORT ADVISORY COMMITTEE AND REPEALING RESOLUTION NO. 10727 WHEREAS, the City of Pueblo’s change to a Mayor-Council form of government requires reestablishment of the Pueblo Memorial Airport Advisory Committee and repeal of Resolution No. 10727; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. There is hereby reestablished the Pueblo Memorial Airport Advisory Committee (the “Committee”) as an advisory committee to the Mayor and City Council. The Committee shall consist of eleven (11) members to serve without compensation. The Mayor shall appoint all members of the Committee, subject to Council confirmation. The Board of County Commissioners of Pueblo County, Colorado shall recommend two (2) members, where such proposed members are subject to appointment by the Mayor and Council confirmation. One (1) member of the Committee will consist of a commercial service operator located at the Pueblo Memorial Airport. The Mayor will appoint the commercial service operator who shall serve on the Committee and may base the decision on input from the consortium of commercial service operators at the Airport. SECTION 2. Committee members shall be appointed for terms of three (3) years provided that members initially shall be appointed for staggered terms. Members currently serving on the Committee shall continue to serve through the end of their current applicable terms, and such members’ appointments to the Committee are hereby ratified. The Committee shall select its own officers and may adopt bylaws not inconsistent with this Resolution. Where not inconsistent with this Resolution, the Committee’s current bylaws shall continue in effect until such time as they may be amended. SECTION 3. The functions of the Committee shall be as follows: a) To investigate, evaluate, promote, and recommend programs for commercial airlines and general aviation services at Pueblo Memorial Airport. b) To create a community awareness program as to the availability and use of air service at Pueblo Memorial Airport. c) To make periodic reports with respect to its activities to the Mayor and City Council and the Board of Pueblo County Commissioners. SECTION 4. The Committee shall have no regular staff or budget but may request administrative assistance from the Mayor. Subject to funds being appropriated and made available, the Committee may advise the City to engage an air service marketing consultant as an independent contractor upon such terms and conditions as the Mayor and City Council may approve. SECTION 5. Resolution No. 10727 is hereby repealed. SECTION 6. The officers and staff of the City are authorized to perform any and all acts consistent with the intent of this Resolution to implement the policies procedures described therein. SECTION 7. This Resolution shall become effective upon final passage and approval. PREVIOUS COUNCIL ACTION: The Airport Advisory Committee was established pursuant to Resolution No. 8793 on September 13, 1999. On May 22, 2006, Resolution No. 10727 repealed Resolution No. 8793 and reestablished the Committee to allow eleven (11) members to be appointed by City Council and changed the membership designations to include at least two (2) members designated by the Pueblo County Board of Commissioners and one (1) member as a commercial service operator at the Pueblo Memorial Airport. BACKGROUND Resolution No. 10727 grants City Council the authority to appoint members to the Airport Advisory Committee. However, with the change from a Council-City Manager form of government to a Mayor-Council form of government, the Resolution is out of date and fails to incorporate Pueblo City Charter Section 2-5 as amended. The document establishing the Committee needs to be updated in accordance with the new Charter language. FINANCIAL IMPLICATIONS: Not applicable to this Resolution. BOARD/COMMISSION RECOMMENDATION: Not applicable to this Resolution. STAKEHOLDER PROCESS: Not applicable to this Resolution. ALTERNATIVES: If City Council does not approve the Resolution, the document authorizing the Committee will remain the same and not be updated for the new form of Mayor-Council government.
