AN EMERGENCY ORDINANCE ACCEPTING ADDITIONAL
CORONAVIRUS RELIEF FUNDS (CVRF) IN THE AMOUNT OF
ONE MILLION DOLLARS ($1,000,000) AND BUDGETING AND
APPROPRIATING SAID FUNDING INTO PROJECT NO. CI2010
WHEREAS, Project Number CI2010 was previously established for which all funds
received by City (“Distributed Funds”) from the Coronavirus Aid Relief and Economic Security Act
funds (“CARES Funds”) were budgeted and appropriated to said project;
WHEREAS, the Distributed Funds will provide reimbursement with respect to eligible
expenses that meet the requirements of the CARES Funds (“Eligible Expenses”);
WHEREAS, supplemental funding in the amount of $1,000,000.00 was received pursuant
to the Allocation and Next Steps Agreement from the Colorado Department of Local Affairs dated
December 15, 2020;
WHEREAS, the City is obligated to maintain appropriated accounting with respect to use
of the Distributed Funds for the Eligible Expenses, and this Ordinance is in furtherance of meeting
such obligations; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Supplemental funding in the amount of $1,000,000.00 received pursuant to an Allocation
and Next Steps Agreement from the Colorado Department of Local Affairs dated December 15,
2020 is hereby approved and budgeted and appropriated to Project Number CI2010. Distributed
Funds shall only be used for payment of Eligible Expenses. With respect to any Eligible Expense
paid from any other project or allotment, the Director of Finance, with the approval of the Mayor,
is authorized to transfer from Project Number CI2010 to said project or allotment those Distributed
Funds received by City for reimbursement of such Eligible Expenses.
SECTION 2.
Pursuant to Executive Order D2020 295, amending the CARES Act, to extend the
deadline for expenditure until December 31, 2021, qualifying Eligible Expenses under the Project
No. CI2010 shall include expenses incurred during the period that begins on March 1, 2020 and
ends of December 31, 2021.
SECTION 3.
Savings Clause: The COVID-19 pandemic has been declared an emergency disaster by
the Mayor, the Governor of Colorado and the President of the United States. The immediate
enactment of this Ordinance is necessary in order to preserve and protect the health, safety and
welfare of the residents of the City. Pursuant to Sec. 3-20 of the City Charter, this Ordinance shall
become effective on the date of final action by the Mayor and City Council.

($1,000,000) AND BUDGETING AND APPROPRIATING SAID FUNDING INTO
PROJECT NO. CI2010
SUMMARY:
Attached is an emergency Ordinance accepting additional Coronavirus Relief Funds in the
amount of One Million Dollars ($1,000,000.00) and budgeting and appropriating said funding into
Project No. CI2010.
PREVIOUS COUNCIL ACTION:
On June 27, 2020, by Ordinance No. 9732, City Council approved and authorized the Mayor to
sign a Collaboration Agreement with Pueblo County; the Town of Boone and the Town of Rye
related to the distribution of funds received under the federal Coronavirus Aid Relief and Economic
Security (CARES) Act. In the Collaboration Agreement it was stipulated that the City of Pueblo
would receive $5,575,945 in federal CARES Act funds.
On July 13, 2020 by emergency Ordinance No. 9742, City Council established Project No. CI2010
to maintain appropriate accounting of funds received by City under the federal CARES Act.
BACKGROUND:
The purpose of the attached Ordinance is to accept $1,000,000 in additional CVRF funding and
budget and appropriate said funding into Project No. CI2010.
FINANCIAL IMPLICATIONS:
Under the attached proposed Ordinance, One Million Dollars ($1,000,000.00) will be accepted
and budgeted and appropriated into Project No. CI2010.
BOARD/COMMISSION RECOMMENDATION:
Not applicable to this Ordinance.
STAKEHOLDER PROCESS:
Not applicable to this Ordinance.
ALTERNATIVES:
City Council has the option of not accepting $1,000,000 in CVRF funding and budgeting and
appropriating said funding into Project CI2010.
RECOMMENDATION:
Approve the attached ordinance.
