AN ORDINANCE ESTABLISHING TAXIWAY E
RECONSTRUCTION PROJECT NO. AP2101, TRANSFERRING
$164,617 FROM THE WILDLIFE PERIMETER FENCE PROJECT
AP1902, BUDGETING AND APPROPRIATING $164,617 TO
PROJECT NO. AP2101, APPROVING A CONTRACT BETWEEN
THE CITY OF PUEBLO, A MUNICIPAL CORPORATION, AND
DIBBLE AND ASSOCIATES CONSULTING ENGINEERS, INC.,
AN ARIZONA CORPORATION, TO PROVIDE ENGINEERING
SERVICES FOR THE DESIGN AND PRE-CONSTRUCTION
PHASE OF SAID PROJECT, AND AUTHORIZING THE MAYOR
TO EXECUTE SAME
WHEREAS, a need exists at the Pueblo Memorial Airport for the reconstruction of Taxiway
E and engineering services are required to design the Project; and
WHEREAS, Capital Project AP2101 – Taxiway E Reconstruction needs to be established
and funds budgeted and appropriated; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Taxiway E Reconstruction Project No. AP2101 is hereby established.
SECTION 2.
Funds in the amounts of $164,617.00 are hereby transferred from the Wildlife Perimeter
Fence Project No. AP1902 to the Taxiway E Reconstruction Project No. AP2101.
SECTION 3.
Funds in the amount of $164,617.00 are hereby budgeted and appropriated to the Taxiway
E Reconstruction Project No. AP2101.
SECTION 4.
The Agreement for Professional Engineering Services (“Agreement”) with Dibble and
Associates Consulting Engineers, Inc., an Arizona Corporation, dba Dibble Engineering,
incorporated herein and attached hereto, having been approved as to form by the City Attorney,
is hereby approved.
SECTION 5.
The Mayor is hereby authorized to execute the Agreement on behalf of the City, and the
City Clerk shall affix the Seal of the City thereto and attest the same.
SECTION 6.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Ordinance to effectuate the policies and procedures described
therein.
SECTION 7.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.

SUMMARY:
This Ordinance establishes Project No. AP2101, transfers and appropriates $164,617.00 to the
Project, and approves a contract for the design and pre-construction phase of the Project.
PREVIOUS COUNCIL ACTION:
No previous Council action.
BACKGROUND
This Project will reconstruct a portion of the apron edge at Taxiway E and rehabilitate a portion of
the apron edge taxiway (seal coat) at the Pueblo Memorial Airport. The Federal Aviation
Administration (“FAA”) requires a Project to be designed and bids received prior to issuing a grant
for the Project. Therefore, the contract with Dibble and Associates is for the design and pre-
construction phase of the Project.
FINANCIAL IMPLICATIONS:
The City must fund the design of the Project upfront with an expected grant to come. Funds in the
amount of $164,617.00 are available in the Wildlife Perimeter Fence Project AP1902 because the
FAA funded 100% of Phase 2 of that Project.
It is anticipated that 95% of these funds will be reimbursed by the FAA through an AIP grant once
the bidding process is complete and 2.5% of these funds will be reimbursed by a State grant.

ALTERNATIVES:
If the funds are not transferred and this agreement is not approved, the Project will not be
undertaken.

The Department of Aviation recommends approval of this Ordinance.
