BACKGROUND PAPER FOR PROPOSED
ORDINANCE
COUNCIL MEETING DATE: December 28, 2020
TO: President Dennis E. Flores and Members of City Council
CC: Nicholas A. Gradisar, Mayor
VIA: Brenda Armijo, City Clerk
FROM: Scott Hobson, Acting Director of Planning and Community Development
SUBJECT: AN ORDINANCE CHANGING THE STREET NAME OF LONG STREET
TO BANDERA PARKWAY
SUMMARY:
The applicant is requesting to change the street name of Long Street to Bandera Parkway.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
The City proposes to change the name of Long Street to Bandera Parkway beginning at
the northern terminus of the Regency Crest Subdivision and continuing north to Thatcher
th
Avenue. Bandera Parkway was established with the El Camino 4 Subdivision in 1977
and was later identified as connecting to Long Street in the approved 2004 Regency Crest
Master Development Plan. It appears that at its initial inception Bandera Parkway was
not projected to serve as a minor arterial roadway connecting the southwestern portion
of the City to the central portion of the City. Bandera Parkway was extended with the El
Camino, Pueblo Del Sol, Ventana, Regency Ridge and Regency Crest residential
developments. Now that development has progressed to the north, the physical
connection between Long Street and Bandera Parkway is imminent within the next couple
of years. Bandera Parkway, once built out, will be a much longer street than Long Street;
therefore, the City is proposing to change the name of Long Street to Bandera Parkway
to comply with the Pueblo Area Council Governments 2040 Long Range Transportation
Plan. Additionally, the street name change will improve public safety responses since
there would no longer be two separately named streets along the same roadway within a
1,300-foot distance.
FINANCIAL IMPLICATIONS:
The City will be replacing the street signs at four intersections at the approximate cost of
$250.00.
BOARD/COMMISSION RECOMMENDATION:
The Planning and Zoning Commission, at their December 9, 2020 Regular Meeting, voted
7-0 to recommend approval.
STAKEHOLDER PROCESS:
The Transportation Division of the Public Works Department sent out Notice of the Street
Name Change to all property owners adjacent to Long Street. The Planning and
Community Development Department sent notice of the Planning and Zoning
Commission Public Hearing to all property owners located within 300 feet of the subject
property. The Street Name Change was published in the Pueblo Chieftain on November
24, 2020.
ALTERNATIVES:
If City Council does not approve this Ordinance, the current street name would remain.
RECOMMENDATION:
Approval of the Ordinance.
