HomeMy WebLinkAbout09857ORDINANCE NO. 9857 AN ORDINANCE BUDGETING AND APPROPRIATING AN ADDITIONAL $463,628 IN PACOG FY 2020-2021 CONSOLIDATED PLANNING GRANT FUNDS RELATED TO THE CITY OF PUEBLO AND PUEBLO AREA COUNCIL OF GOVERNMENTS 2021 DELEGATION AGREEMENT FOR TRANSPORTATION PLANNING SERVICES BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The FY 2020-2021 Pueblo Urban Transportation Planning Project is hereby amended. SECTION 2. Additional funds in the amount of $463,628 comprised of $360,500 in FY2021 FHWA CPG Funds and estimated carry over funds from FY 2018-19 FHWA CPG Grant in the amount of $213,128, minus $110,000 of existing project funds are hereby budgeted and appropriated into the FY2020-21 Urban Transportation Planning Project. SECTION 3. The officers and staff of the City are authorized and directed to perform any and all acts consistent with the intent of the Ordinance to implement the policies and procedures described herein. SECTION 4. This Ordinance shall become effective on the date of final action by the Mayor and City Council Action by City Council: Introduced and initial adoption of Ordinance by City Council on December 28, 2020. Adams, MPO Manager SUBJECT: AN ORDINANCE BUDGETING AND APPROPRIATING AN ADDITIONAL $463,628 IN PACOG FY 2020-2021 CONSOLIDATED PLANNING GRANT FUNDS RELATED TO THE CITY OF PUEBLO AND PUEBLO AREA COUNCIL OF GOVERNMENTS 2021 DELEGATION AGREEMENT FOR TRANSPORTATION PLANNING SERVICES SUMMARY: The proposed Ordinance would amend the FY2020-2021 Urban Transportation Planning Project, and budget and appropriate an additional $463,628 in FY2021 for the project comprised of $360,500 in FY2021 FHWA Consolidated Planning Grant (CPG) Funds and estimated carry over funds from FY2018-19 FHWA CPG Funds in the amount of $213,128 minus an estimated $110,000 of existing Urban Transportation Planning Project funds. The additional funds have been budgeted and appropriated for expenditure in the 2021 Pueblo Area Council of Governments (PACOG) Metropolitan Planning Organization (MPO) budget approved by the PACOG Board on December 10, 2020. PREVIOUS COUNCIL ACTION: Ordinance No. 9575 approved on October 28, 2019 budgeting and appropriating $683,689 in FY2020 Consolidated Planning Grant Funds. BACKGROUND: The PACOG Board approved the Unified Planning Work Program amendment for the FY2021 Consolidated Planning Grant planning program with the Colorado Department of Transportation (CDOT) at their August 13, 2020 meeting. The amendment provides funds in the amount of $360,500 along with estimated carry over funds from the FY2018- 19 CPG contract in the amount of $213,128 for a total of $573,628 that will be available for eligible reimbursable expenses. The City and PACOG annually enters into a Delegation Agreement that authorizes the City to complete the transportation planning tasks on behalf of PACOG and be reimbursed for eligible expenses to complete the tasks identified in the FY2021 Unified Planning Work Program (UPWP) adopted by PACOG Resolution 2020-020 on August 27, 2020. This Ordinance amends the 2020-2021 Urban Transportation Planning Project, and budgets and appropriates additional funds in the amount of $463,628 allocated for the City to complete urban transportation planning services in compliance with federal and state requirements for the use of the CPG grant funds. FINANCIAL IMPLICATIONS: Additional Funds in the amount of $463,628 shall be budgeted and appropriated for the Pueblo Urban Transportation Planning Project which includes $360,500 in FY2021 FHWA CPG Funds and federal and local carry over funds from previous years totaling $213,128 minus an estimated $110,000 existing FY2020 funds. While the Planning staff costs and operating expenses will be reimbursed through the PACOG grant funds, it is estimated that approximately $500 in staff time from the Finance and Legal departments will be expended on the project. BOARD/COMMISSION RECOMMENDATION: The FY2021 funds are included in the FY2021 PACOG MPO Unified Planning Work Program budget, that has been previously approved by the PACOG Board on August 13, 2020. STAKEHOLDER PROCESS: The Consolidated Planning Grant funds, approved by CDOT and the Federal Highway Administration, are identified in the Urban Planning Work Program (UPWP) by task with associated budget amounts. The UPWP is made available to be reviewed by the public, and the PACOG Transportation Advisory Committee and approved by the PACOG Board during a public hearing.
