RESOLUTION NO. 14546
A RESOLUTION CONFIRMING THE APPOINTMENT OF
ANDREW E. HAYES TO THE POSITION OF DIRECTOR
OF PUBLIC WORKS
WHEREAS, Mayor Nicholas A. Gradisar has requested confirmation by the City
Council of his appointment of Andrew E. Hayes to the vacant position of Director of Public
Works; and
WHEREAS, Mr. Hayes meets and surpasses the qualifications for appointment as
the Director of Public Works based upon his education, training, and experience; NOW,
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The appointment by the Mayor of Andrew E. Hayes as Director of Public Works
is hereby approved.
SECTION 2.
The officers and staff of the City are authorized and directed to perform any and
all acts consistent with this Resolution which are necessary or appropriate to implement
the appointment described herein.
SECTION 3.
This Resolution shall become effective immediately upon passage and
approval.

SUBJECT: A RESOLUTION CONFIRMING THE APPOINTMENT OF ANDREW E.
HAYES TO THE POSITION OF DIRECTOR OF PUBLIC WORKS
SUMMARY:
The Mayor has appointed Andrew E. Hayes to the vacant position of Director of Public
Works and requests confirmation of said appointment by the City Council. Such
appointment is based on Mr. Hayes’ education, training, experience, and fitness for the
position.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
The former Public Works Director, Sam Vigil retired from the position effective
November 30, 2020. The City engaged in national search to fill this critical position in
the City. During the recruitment period, Steven Meier, Director of Parks and Recreation
has been serving as the Interim Public Works Director.
After a series of interviews, the Mayor selected Mr. Andrew E. Hayes. Part of the
selection process included a verification of his qualifications which demonstrated Mr.
Hayes’ extensive engineering background, project management experience and
leadership expertise. The Mayor is confident that this makes him not only a qualified
candidate for the position, but ideal.
Mr. Hayes has spent the last several years in a private consulting role in Central, South
Carolina where he has been serving as a Critical Infrastructure Risk and Resilience
Project Manager and also spent three years working for the Defense Threat Reduction
Agency as a subject matter expert and Deputy Team Chief through a contract with the
Department of Defense.
These most recent professional roles followed Mr. Hayes’ twenty-one year career in the
United States Navy Civil Engineer Corps where he served as a Production Division
Officer, Facilities Engineering and Acquisition Division Officer, Construction Manager
and Public Works Officer both stateside and abroad in Japan and Singapore through
various progressively responsible Naval assignments.
Mr. Hayes is a Colorado licensed Professional Engineer (License No. PE 45948), has a
Bachelor of Science Degree in Civil Engineering from the University of Colorado, a
Master of Science Degree in Civil Engineering from Clemson University where he
graduated with high honors. Additionally, Mr. Hayes has an Energy Management
®
Diploma from North Carolina State University, is a LEED AP O+M credential holder
and has multiple certifications through the Department of Defense in facilities
management and program management. Mr. Hayes is an active member nationally and
locally of the American Public Works Association, American Society of Civil Engineers
(ESCE) and American Water Works Association (AWWA), where he serves on the
National Emergency Preparedness and Security Committee.
With over twenty-three years of progressive public works and engineering leadership
experience, Mr. Hayes is motivated to relocate to Pueblo, which is his wife’s hometown.
FINANCIAL IMPLICATIONS:
The salary and benefits of the Director of Public Works have been budgeted and
appropriated within the 2021 budget.

ALTERNATIVES:
Failure to confirm the appointment of the Director of Public Works vacancy will result in
that position remaining vacant.
