AN ORDINANCE AMENDING ZONING RESTRICTIONS
FOR 2218 SOUTH PRAIRIE AVENUE FROM R-2, SINGLE
FAMILY RESIDENTIAL TO B-3, HIGHWAY AND ARTERIAL
BUSINESS DISTRICT
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The zoning restrictions covering the following described property, and in addition
half of all adjacent dedicated roadway and alley rights-of-way, together generally
identified in the attached Rezone Exhibit, is hereby changed from R-2, Single Family
Residential to B-3, Highway and Arterial Business District:
ALL OF LOT 17, EXCEPT THE EASTERLY 55 FEET THEREOF, AND
THAT PORTION OF LOT 18, LYING SOUTH OF AND ADJACENT
THERETO, BOCKMAN SUBDIVISION, COUNTY OF PUEBLO, STATE
OF COLORADO. ALSO DESCRIBED AS PARCEL “A’ OF
REARRANGEMENT OF PROPERTY BOUNDARIES RECORDED
FEBRUARY 12, 1990 IN BOOK 2483 AT PAGE 568
SECTION 2.
The officers and staff of the City are authorized and directed to perform any and
all acts consistent with the intent of the Ordinance to implement the policies and
procedures described herein.
SECTION 3.
This Ordinance shall become effective immediately upon final action by the
Mayor and City Council.

SUBJECT: AN ORDINANCE AMENDING ZONING RESTRICTIONS FOR 2218
SOUTH PRAIRIE AVENUE FROM R-2, SINGLE FAMILY RESIDENTIAL
TO B-3, HIGHWAY AND ARTERIAL BUSINESS DISTRICT
SUMMARY:
The applicant is requesting to rezone 2218 South Prairie Avenue legally described as all of Lot
17, except the easterly 55 feet thereof, and that portion of Lot 18 lying south of and adjacent
thereto, Bockman Subdivision, County of Pueblo, State of Colorado. Also described as Parcel
“A” of Rearrangement of property boundaries recorded February 12, 1990 in Book 2483 at Page
568. The total rezone area is 34,720 square feet of unimproved land.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
The subject property was zoned R-2 in 1972 when the property was annexed into the City. It
appears that the area to the west of Minnequa Lake was identified primarily for residential uses
in the late 1960’s; however, market demand has precipitated a commercial evolution along
Prairie Avenue. The property is a large, 34,720 square foot, unimproved parcel that was
rearranged in 1990 to accommodate non-residential development. The property fronts the east
side of Prairie Avenue, which is classified as a principal arterial street, reserved for “fast or
heavy traffic” (Pueblo Municipal Code § 12-4-3, (9)b ). Single-family residential development is
generally not an appropriate use adjacent to a heavy traffic street. Single-family residential uses
are located to the north and east of the subject site with commercial office and personal storage
uses located directly south. The property is designated as Arterial Commercial Mixed Use in the
Pueblo Regional Comprehensive Plan. Arterial Commercial Mixed-Use areas are reserved for
retail sales and personal services, with office space intermixed. The proposed rezoning to B-3 is
compatible with the Arterial Commercial Mixed-Use Comprehensive Plan designation. The
property contains 34,720 square feet which complies with the minimum of 5,000 square feet in a
B-3 zone district.
FINANCIAL IMPLICATIONS:
There are no financial implications for the City.
BOARD/COMMISSION RECOMMENDATION:
The Planning and Zoning Commission, at their November 11, 2020 Regular Meeting, voted 7-0
to recommend approval.
STAKEHOLDER PROCESS:
The Planning Department sent out Notice of the Planning and Zoning Commission Public
Hearing to all property owners located within 300 feet of the subject property.
A Public Notice poster was placed on the subject property 15 days prior to the Public Hearing.
ALTERNATIVES:
If City Council does not approve this Ordinance the property would not be zoned in accordance
with the Pueblo Municipal Code.
Upon request of City Council, the Ordinance could be returned to the Planning and Zoning
Commission for consideration of proposed modifications.
RECOMMENDATION:
Approval of the Ordinance.
