HomeMy WebLinkAbout14534RESOLUTION NO. 14534 A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $2,659,794.90 TO HPM INC., AND SETTING FORTH $132,990 FOR CONTINGENCIES AND ADDITIONAL WORK FOR PROJECT NO. 20-025 – 29TH STREET PUMP STATION REPLACEMENT PROJECT AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE SAME th WHEREAS, competitive bids for Project No. 20-025, 29 Street Pump Statin Replacement Project, have been received and examined, and; WHEREAS, the proposal of HPM, Inc., was the lowest of those bids determined to be responsible, and the Committee of Awards recommends to the City Council that it authorize Project No. 20-025 to be performed; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. th City Council authorizes Project No. 20-025, 29 Street Pump Station Replacement Project, to be performed, and the contract for said project is hereby awarded to said bidder in the amount of $2,659,794.90. SECTION 2. th Funds for Project No. 20-025, 29 Street Pump Station Replacement Project, shall be from SW1807. SECTION 3. In addition to the amount of the bid set forth, as aforementioned, an additional amount of $132,990.00 is hereby authorized for contingencies and additional work. SECTION 4. The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. SECTION 5. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution to effectuate the policies and procedures described herein. SECTION 6. This Resolution shall become effective immediately upon passage and approval. Gradisar, Mayor VIA: Brenda Armijo, City Clerk FROM: Jeff Hawkins, Director of Stormwater SUBJECT: A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $2,659,794.90 TO HPM, INC, AND SETTING FORTH $132,990 FOR CONTINGENCIES AND ADDITIONAL WORK FOR PROJECT NO. 20-025 – 29TH STREET PUMP STATION REPLACEMENT PROJECT AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE SAME SUMMARY: th This resolution awards a Construction Contract to HPM, Inc., for the 29 Street Pump Station project. PREVIOUS COUNCIL ACTION: Ordinance SW2018-1. This ordinance budgeted and appropriated the funds from the State Revolving Fund loan for future Stormwater projects. BACKGROUND: In general, this project will consist of the removal and replacement of an existing stormwater pump station near the intersection of 29th Street and I-25. Work will consist of replacing the existing stormwater pump station that was constructed in 1975 with a new updated stormwater pump station that will include: higher capacity pumps, a standby electrical generator, an electrical and pump control building, a SCADA system to allow remote monitoring of the pump station, and improvements to the capacity of the existing drainage infrastructure. FINANCIAL IMPLICATIONS: th Funding for this project will be paid from funds available for 29 Street Pump Station Replacement. Funding is available and has been budgeted, appropriated, and allocated to Project No. 20-025 (SW1807). BOARD/COMMISSION RECOMMENDATION: Not Applicable STAKEHOLDER PROCESS: None ALTERNATIVES: Alternative No. 1 - No action Under this alternative, the existing undersized pump station would continue to fail to remove larger th storm events which would result in recurrent flooding at this low point on 29 Street. Past flooding events at this location have resulted in several vehicles being completely submerged and a citizen having to be rescued from their flooded vehicle by emergency personnel. Proposed improvements are expected to significantly improve public safety hazards resulting from flooding events. RECOMMENDATION: Approval of the Resolution. Attachments: Bid Summary
