A RESOLUTION AWARDING A CONSTRUCTION
CONTRACT IN THE AMOUNT OF $49,845 TO
INDUSTRIAL CONSTRUCTORS MANAGERS, INC. AND
SETTING FORTH $9,969 FOR CONTINGENCIES, FOR
PROJECT NO. 20-060 (WWAN04) FY2020 REWORK OF
SECONDARY CLARIFIER AT THE JAMES R. DIIORO
WATER RECLAMATION FACILITY AND AUTHORIZING
THE PURCHASING AGENT TO EXECUTE SAME
WHEREAS, competitive bids for the Project No. 20-060 (WWAN04) FY2020
Rework of Secondary Clarifier at the James R. DiIorio Wastewater Reclamation Facility
have been received and examined; and
WHEREAS, the proposal of Industrial Constructors Managers, Inc. of Pueblo,
Colorado was the lowest of those bids determined to be responsive; NOW,
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
A contract for Project No. 20-060 (WWAN04) FY2020 Rework of Secondary
Clarifier at the James R. DiIorio Wastewater Reclamation Facility is hereby awarded to
said bidder in the amount of $49,845.
SECTION 2.
Funds for Project 20-060 (WWAN04) shall be from the Emergency Funds.
SECTION 3.
The Purchasing Agent is hereby authorized to execute said contract on behalf of
Pueblo, A Municipal Corporation, and the City Clerk shall affix the seal of the City
thereto and attest the same.
SECTION 4.
In addition to the amount of the bid set forth, as aforementioned, an additional
amount as stipulated in this section is hereby established for contingencies and
additional work.
Contingencies and Additional Work………$9,969
SECTION 5.
The officers and staff of the City are directed and authorized to perform any and
all acts consistent with the intent of this Resolution and the contract to effectuate the
transactions described therein.
SECTION 6.
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
Attached is a Resolution awarding a construction contract to Industrial Constructors
Managers, Inc. for Project No. 20-060 (WWAN04), FY2020 Rework of Secondary
Clarifier at the James R. DiIorio Water Reclamation Facility. The project will rehabilitate
the sludge manifold and the skimmer trough.
PREVIOUS COUNCIL ACTION:
None
BACKGROUND:
The James R. DiIorio Wastewater Reclamation Facility treats all the wastewater for the
City of Pueblo. This project relates to rehabilitation of the secondary clarifier which has
been in service over 30 years. The secondary clarifier is the final step in the separation
of the solids from the water. The project consists of removing the old suction manifold,
removing the old wear plate from the bottom of the clarifier, installing a new wear plate,
grouting the wear plate, installing a new suction manifold, installing new manifold
gaskets and seals, welding on rolled steel to the rotating skimmer trough, painting the
new manifold and painting the rotating skimmer trough. Without rehabilitation, the
facility is at risk of not having sufficient capacity in the secondary clarifier to meet
discharge permit limits.
FINANCIAL IMPLICATIONS:
The cost of the construction project was bid at $49,845 with contingencies of $9,969
Funds are available from the Emergency Funds and appropriated to Project No. 20-060
(WWAN04).

Alternative No. 1 - No Action
If no rehabilitation is performed on the secondary clarifier, the condition of the secondary
clarifier would continue to deteriorate until an emergency repair is required at a higher
cost than a planned project. The James R. DiIorio Water Reclamation Facility would
also risk violating its discharge permit if a secondary clarifier outage were to happen.
RECOMMENDATION:
Approval of the Resolution.
