HomeMy WebLinkAbout09837 ORDINANCE NO. 9837 AN EMERGENCY ORDINANCE TRANSFERRING UP TO ONE MILLION DOLLARS ($1,000,000) FROM THE CORONAVIRUS RELIEF FUND PROJECT NO. CI2010 TO THE SMALL BUSINESS SUPPORT AND RECOVERY PROGRAM BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO that: SECTION 1. The City Council finds and determines that the expenditure of up to One Million Dollars ($1,000,000.00) to assist local small businesses with operations disrupted by COVID-19 pandemic is for a public purpose and in furtherance of the public health, safety and welfare of its citizens and maintenance of economic stability in response to the COVID-19 pandemic. SECTION 2. Funds in the amount of up to one million dollars ($1,000,000.00) are hereby authorized to be transferred, expended, and made available out of the Coronavirus Relief Fund Project No. CI2010 for the purpose of providing grants in an amount up to $5,000 to qualifying local small businesses whose operations have been disrupted by the COVID-19 pandemic and which grant funds shall be used to satisfy current business operating costs. This funding is in addition to funding previously made available for such grants under the “COVID-19 Emergency Project” which was funded with the 1992-2021 Sales and Use Tax Capital Improvement Projects Fund. SECTION 3. The officers and staff of the City are authorized and directed to perform any and all acts consistent with this Ordinance to implement the policies and procedures described therein. SECTION 4. Adoption of this Ordinance is necessary on an emergency basis, pursuant to Section 3- 20 of the City Charter, in order to immediately provide relief to those who are or may be facing business closure. This Ordinance shall become effective on the date of final action by the Mayor and City Council. CI2010 TO THE SMALL BUSINESS SUPPORT AND RECOVERY PROGRAM SUMMARY: This ordinance authorizes up to $1,000,000 in funds to be transferred, expended, and made available out of the Coronavirus Relief Fund Project No. CI2010 for the purpose of providing grants in an amount up to $5,000 to qualifying local small businesses whose operations have been disrupted by the COVID-19 pandemic and which grant funds shall be used to satisfy current business operating costs. PREVIOUS COUNCIL ACTION: On June 27, 2020, by Ordinance No. 9732, City Council approved and authorized the Mayor to sign a Collaboration Agreement with Pueblo County; the Town of Boone and the Town of Rye related to the distribution of funds received under the Federal Coronavirus Aid Relief and Economic Security (CARES) Act. In the Collaboration Agreement it was stipulated that the City of Pueblo would receive $5,575,945 in Federal CARES Act funds. On July 13, 2020 by Ordinance No. 9742, City Council established Project No. CI2010 to maintain appropriate accounting of funds received by City under the Federal CARES Act. BACKGROUND: The purpose of this Ordinance is to provide relief to qualifying local small businesses whose operations have been disrupted by the COVID-19 pandemic. FINANCIAL IMPLICATIONS: Under the attached proposed Ordinance, up to one million dollars ($1,000,000) will be transferred to the Small Business Relief and Recovery Program for the purposes of providing relief to qualifying local small businesses whose operations have been disrupted by the COVID-19 pandemic. BOARD/COMMISSION RECOMMENDATION: Not Applicable STAKEHOLDER PROCESS: Not applicable ALTERNATIVES: City Council has the option of not transferring up to $1,000,000 in federal CARES Act funds to the Small Business Relief and Recovery Program. RECOMMENDATION: Approval of the Ordinance.
