SUBJECT: A RESOLUTION IN SUPPORT OF BALLOT QUESTION NO. 2A TO BE DECIDED
BY THE ELIGIBLE ELECTORS OF THE CITY OF PUEBLO, COLORADO AT THE
SPECIAL MUNICIPAL ELECTION TO BE HELD ON NOVEMBER 3,2020
SUMMARY:
Attached is a proposed Resolution in support of a five-year extension of the 1992-2021 Sales and
Use Tax Capital Improvement Projects Fund (“½ Cent Sales Tax”).
PREVIOUS COUNCIL ACTION:
On August 24, 2020 by Ordinance No. 9773, the City Council submitted to the eligible electors of
the City, Ballot Question No. 2A, to extend the ½ Cent Sales Tax, to be decided at the upcoming
November 3, 2020 election.
BACKGROUND:
Since its initial approval more than thirty years ago, the ½ Cent Sales Tax has created thousands
of new jobs in our community. Every five years Pueblo voters are asked to extend the ½ Cent
Sales Tax for job creating capital improvement projects.
FINANCIAL IMPLICATIONS:
Ballot question 2A would extend the tax for an additional five years through December 31, 2026.
The ballot measure would also “de-Bruce” the revenue so that the revenue would not be included
in the City’s annual TABOR calculations.
BOARD/COMMISSION RECOMMENDATION:
Not applicable to this Resolution.
STAKEHOLDER PROCESS:
Not applicable to this Resolution.
ALTERNATIVES:
The City Council could remain neutral and not recommend approval or rejection of ballot question
2A.
RECOMMENDATION:
The Mayor recommends approval of this Resolution.
