HomeMy WebLinkAbout14499RESOLUTION NO. 14499 A RESOLUTION IN SUPPORT OF BALLOT QUESTION NO. 2A TO BE DECIDED BY THE ELIGIBLE ELECTORS OF THE CITY OF PUEBLO, COLORADO AT THE SPECIAL MUNICIPAL ELECTION TO BE HELD ON NOVEMBER 3, 2020 WHEREAS, Ballot Question 2A extends the one-half cent sales and use tax for five years from the current expiration on December 31, 2021 to December 31, 2026; and WHEREAS, the voters of Pueblo first approved this tax in 1984 and have voted to extend this tax seven times since then; and WHEREAS, the tax revenues generated from the one-half cent sales and use tax must be used for capital improvement projects which create new primary jobs within the City of Pueblo and the Pueblo Memorial Airport boundaries; and WHEREAS, the revenues from this tax are held in a special fund and the Mayor and City Council must approve all payments from the special fund at public meetings; and WHEREAS, the special fund can’t be used to pay the City’s administrative expenses or the salaries of City employees; and WHEREAS, over the past 36 years, revenues from this tax have created thousands of new jobs and assisted local small businesses to expand and have been used to build and improve public infrastructure related to primary job capital improvement projects; and WHEREAS, recently a portion of the tax has been used by the City to help local business to recover from COVID-19; and WHEREAS, the new job income received by local employees has a multiplier effect and has generated millions of dollars for our local economy; and WHEREAS, a vote for Ballot Question 2A is a vote to support working families and small businesses in our community; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The City Council of the City of Pueblo supports Ballot Question No. 2A and recommends that the voters of the City vote in favor of this measure at the special municipal election to be held on November 3, 2020. SECTION 2. This Resolution shall become effective immediately upon final passage. Gradisar SUBJECT: A RESOLUTION IN SUPPORT OF BALLOT QUESTION NO. 2A TO BE DECIDED BY THE ELIGIBLE ELECTORS OF THE CITY OF PUEBLO, COLORADO AT THE SPECIAL MUNICIPAL ELECTION TO BE HELD ON NOVEMBER 3,2020 SUMMARY: Attached is a proposed Resolution in support of a five-year extension of the 1992-2021 Sales and Use Tax Capital Improvement Projects Fund (“½ Cent Sales Tax”). PREVIOUS COUNCIL ACTION: On August 24, 2020 by Ordinance No. 9773, the City Council submitted to the eligible electors of the City, Ballot Question No. 2A, to extend the ½ Cent Sales Tax, to be decided at the upcoming November 3, 2020 election. BACKGROUND: Since its initial approval more than thirty years ago, the ½ Cent Sales Tax has created thousands of new jobs in our community. Every five years Pueblo voters are asked to extend the ½ Cent Sales Tax for job creating capital improvement projects. FINANCIAL IMPLICATIONS: Ballot question 2A would extend the tax for an additional five years through December 31, 2026. The ballot measure would also “de-Bruce” the revenue so that the revenue would not be included in the City’s annual TABOR calculations. BOARD/COMMISSION RECOMMENDATION: Not applicable to this Resolution. STAKEHOLDER PROCESS: Not applicable to this Resolution. ALTERNATIVES: The City Council could remain neutral and not recommend approval or rejection of ballot question 2A. RECOMMENDATION: The Mayor recommends approval of this Resolution.
