HomeMy WebLinkAbout14486RESOLUTION NO. 14486 A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $298,965 TO NATIONAL POWER RODDING CORP., AND SETTING FORTH $59,793 FOR CONTINGENCIES, FOR PROJECT NO. 20-045 (WWAN05) FY2020 MANHOLE REHABILITATION PROJECT - PHASE 2 AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE SAME WHEREAS, competitive bids for PROJECT NO. 20-045 (WWAN05), FY2020 Manhole Rehabilitation Project - Phase 2 have been received and examined; and WHEREAS, the proposal of NATIONAL POWER RODDING CORP. of Chicago, Illinois was the lowest of those bids determined to be responsible, and the Committee of Awards recommends to the City Council that it authorize PROJECT NO. 20-045 (WWAN05) to be performed; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. City Council authorizes PROJECT NO. 20-045 (WWAN05), FY2020 Manhole Rehabilitation Project - Phase 2, to be performed, and the contract for said Project is hereby awarded to said bidder in the amount of $298,965. SECTION 2. Funds for PROJECT NO. 20-045 (WWAN05) shall be from Sewer User Funds. SECTION 3. The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. SECTION 4. In addition to the amount of the bid set forth, as aforementioned, an additional amount as stipulated in this section is hereby established for contingencies and additional work. Contingencies and Additional Work…………..$59,793. SECTION 5. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution and the contract to effectuate the transactions described therein. SECTION 6. This Resolution shall become effective immediately upon passage and approval. Gradisar, Mayor VIA: Brenda Armijo, City Clerk FROM: Nancy Keller, Wastewater Director SUBJECT: A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $298,965 TO NATIONAL POWER RODDING CORP., AND SETTING FORTH $59,793 FOR CONTINGENCIES, FOR PROJECT NO. 20-045 (WWAN05) 2020 MANHOLE REHABILITATION PROJECT - PHASE 2 AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE SAME SUMMARY: This Resolution awards a construction contract to National Power Rodding Corp. for 2020 Manhole Rehabilitation Project - Phase 2. The Project will trenchlessly rehabilitate manholes throughout the City of Pueblo by placing calcium aluminate and epoxy coating in manholes as well as rebuilding manhole benches and troughs with fast-setting cementitious material across the City of Pueblo. PREVIOUS COUNCIL ACTION: None BACKGROUND: During routine inspection of the sanitary mains, an evaluation of the manholes, manhole benches and troughs are also performed to determine the severity of deterioration in the manhole structures and to prioritize them accordingly. The manholes chosen for the 20- 045 (WWAN05) FY2020 Manhole Rehabilitation Project - Phase 2 had the highest ranking for rehabilitation and the connected main was not on the Main Rehabilitation List. The existing manholes will be rehabilitated with calcium aluminate and epoxy coating and manhole benches and troughs will be rebuilt with fast-setting cementitious material to maintain the intended function of the sewer system and secure a continuous service to the public. FINANCIAL IMPLICATIONS: The cost of the construction project was bid at $298,965 with contingencies of $59,793. Funds are available from the Sewer User Funds and have been budgeted and appropriated to Project No. 20-045 (WWAN05). BOARD/COMMISSION RECOMMENDATION: Not applicable STAKEHOLDER PROCESS: None ALTERNATIVES: Alternative No. 1 – No Action The Wastewater Department would take no action. The manholes would continue to deteriorate until they eventually collapse warranting an emergency repair and possibly endangering the public. RECOMMENDATION: Approval of the Resolution.
