RESOLUTION NO. 14484
AN AMENDED RESOLUTION AUTHORIZING PAYMENT
FROM THE COUNCIL CONTINGENCIES ACCOUNT IN THE
2020 GENERAL FUND BUDGET IN THE AMOUNT OF
$15,000 TO BE PAID TO CRAZY FAITH MINISTRY TO
ASSIST WITH THEIR ADDICTION & MENTAL STABILITY
PROGRAM
WHEREAS, Crazy Faith Ministry (“CFM”) was established in 2017 and has been
providing assistance to residents of the City of Pueblo of all ages and situations including
financial assistance for emergencies, food and rent payments. In addition, CFM has
provided counseling to Pueblo residents struggling with addiction and mental health
issues; and
WHEREAS, on May 1, 2020, the Internal Revenue Service of the U.S. Department
of the Treasury recognized CFM as a public charity under Section 501 (c) (3) of the
Internal Revenue Code; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Payment in the amount of $15,000 from the Council Contingencies Account in the
2020 General Fund Budget is authorized to be paid to Crazy Faith Ministry to assist with
their addiction and mental stability program.
SECTION 2.
City Council finds and concludes that this expenditure of $15,000 is for a public
purpose and in furtherance of a municipal function and will maintain the health, safety
and welfare of residents of the City, justifying the expenditure of public funds.
SECTION 3.
The officers and staff of the City are directed and authorized to perform any and
all acts consistent with this Resolution to effectuate the policies and procedures described
herein.
SECTION 4.
This Resolution shall become effective upon passage and approval.

SUMMARY:
This Resolution provides financial assistance to Crazy Faith Ministry.
PREVIOUS COUNCIL ACTION:
No previous action.
BACKGROUND:
City Council Member Mark Aliff is requesting financial support of Crazy Faith Ministry.
Crazy Faith Ministry was established in 2017 and has been providing assistance to
citizens of all ages and situations including financial assistance for emergencies, food
and rent payments, counseling and addiction and mental health issues. Their ministry
holds weekly meetings working with individuals on their specific needs. The goal of the
ministry is to help citizens live a stable life off the streets.
Crazy Faith Ministry historically helps one person into treatment per month which costs
approximately $3,000 per admission. There has been a significant increase in need over
the years and recently they assisted seven citizens with admission to treatment centers
in one month. Crazy Faith Ministry pays all costs for citizens they help with no external
funding assistance. The cost is exceeding their ability and financial assistance is needed
to continue their efforts.
FINANCIAL IMPLICATIONS:
Funds in the amount of $15,000 would be paid from the Council Contingencies Account
in the 2020 General Fund Budget to Crazy Faith Ministry.

ALTERNATIVES:
City Council could choose not to support Crazy Faith Ministry.
RECOMMENDATION:
This Resolution is at the request of City Council Member Mark Aliff.
