CI2012 – ENERGY ADVOCACY PROJECT AND BUDGETING AND APPROPRIATING FUNDS IN THE AMOUNT OF $214,823.70 TO PROJECT NO. CI2012 BY TRANSFERRING SAID FUNDS FROM PROJECT NO. CI1818 BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. Project No. CI2012 – Energy Advocacy Project is hereby established. Project No. CI1818 is hereby closed. Funds in the amount of amount of $241,823.70 are hereby budgeted and appropriated to Project No. CI2012. $241,823.70 shall be transferred from Project No. CI1818 to Project No. CI2012. SECTION 2. The officers and staff of the City are authorized and directed to perform any and all acts consistent with this Ordinance to implement the policies and procedures established herein. SECTION 3. This Ordinance shall become effective on the date of final action by the Mayor and City Council. CI2012 – ENERGY ADVOCACY PROJECT AND BUDGETING AND APPROPRIATING FUNDS IN THE AMOUNT OF $214,823.70 TO PROJECT NO. CI2012 BY TRANSFERRING SAID FUNDS FROM PROJECT NO. CI1818 SUMMARY: This Ordinance closes Project CI1818 – Public Power Project and creates Project CI2012 - Energy Advocacy Project, for purposes of supporting energy advocacy on behalf of the City and its residents before the Colorado Public Utility Commission and other regulatory agencies. PREVIOUS COUNCIL ACTION: City Council established Pueblo Power Project CI1818 on August 27, 2018 to study the viability of electrical municipalization. BACKGROUND: City Council established the Electric Utility Commission in 2017 to provide oversight of legal, financial and operational feasibility of electrical municipalization and make recommendations to City Council regarding the creation of a Municipal Electrical Utility. The Pueblo Power Project CI1818 was established in 2018 providing funds for a feasibility study, legal services, public relations and public engagement costs. The work of the Electric Utility Commission has been completed. Therefore, this Ordinance transfers the remaining funds of $214,823.70 in Project CI1818 to Project CI2012 for expenses related to energy advocacy on behalf of the City of Pueblo and its residents. FINANCIAL IMPLICATIONS: Funds will be transferred from Project CI1818 to Project CI2012 BOARD/COMMISSION RECOMMENDATION: Not Applicable STAKEHOLDER PROCESS: Not Applicable ALTERNATIVES: If this Ordinance is not approved, funds will remain in Project CI1818.
