HomeMy WebLinkAbout09775 ORDINANCE NO. 9775 AN EMERGENCY ORDINANCE AMENDING THE FISCAL YEAR 2021 STAFFING ORDINANCE BY THE TEMPORARY ADDITION OF FOUR (4) FIREFIGHTER POSITIONS WITHIN THE FIRE DEPARTMENT BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The Fire Department is authorized to temporarily increase the staffing level of the firefighter classification from thirty-four (34) positions to thirty-eight (38) positions, and the City’s Staffing Ordinance is amended to be consistent with the requirements of this Ordinance. SECTION 2. With respect to any future vacancy in a firefighter position created by a promotion from the firefighter classification, the vacant firefighter position shall be abolished until the staffing level of the firefighter classification returns to thirty-four (34). SECTION 3. The officers and staff of the City are authorized and directed to perform any and all acts consistent with this Ordinance to effectuate the purpose and requirements described herein. SECTION 4. Savings Clause: The immediate enactment of this Ordinance is necessary in order to preserve and protect the health, safety, and welfare of the residents of the City. Pursuant to Sec. 3-20 of the City Charter, this Ordinance shall become effective on the date of final action by the Mayor and City Council. Gradisar VIA: Brenda Armijo, City Clerk FROM: Marisa Pacheco – Human Resources Director Barb Huber – Fire Chief SUBJECT: AN EMERGENCY ORDINANCE AMENDING THE FISCAL YEAR 2021 STAFFING ORDINANCE BY THE TEMPORARY ADDITION OF FOUR (4) FIREFIGHTER POSITIONS WITHIN THE FIRE DEPARTMENT SUMMARY: The Fire Department requests to adjust its staffing by temporarily adding four Firefighters to staffing levels in anticipation of promotions into higher ranks in 2021 in order to keep staffing at maximum levels to ensure public safety. PREVIOUS COUNCIL ACTION: On December 23, 2019, Ordinance No. 9620 was approved by City Council. This Ordinance provided authorized staffing for Fiscal Year 2020. BACKGROUND: The Fire Department currently has authorized staffing of thirty-four (34) Firefighters. There are currently three (3) vacancies in the Fire Engineer rank/classification and one (1) vacancy in the Fire Inspector classification. It is anticipated that the Fire Engineer and Fire Inspector vacancies, which are promotions, will be accomplished through the promotion of existing Firefighters. This will result in four (4) vacancies in the Firefighter classification. In anticipation of these promotions, the Fire Department would like to temporarily add four (4) Firefighter positions to a total of thirty-eight (38) to go ahead and start an academy in anticipation of these promotions. This is important to maintain the required staffing levels under the SAFER grant. The additional Firefighter positions will be abolished once the promotions occur in 2021. FINANCIAL IMPLICATIONS: There is no budget impact. The funding required to cover salary and benefit costs has already been allocated through the funded vacancies at the promoted ranks/classifications. BOARD/COMMISSION RECOMMENDATION: Not Applicable. STAKEHOLDER PROCESS: Not Applicable. ALTERNATIVES: None. To maximize efficiency of Fire Department Operations with the mission to preserve and protect the health, safety and welfare of the residents of the city of Pueblo, this temporary staffing change is the optimal way to make sure that individuals are trained and ready when the promotions occur. This also ensures compliance with the SAFER grant requirements. RECOMMENDATION: Approval of the Ordinance.
