A RESOLUTION APPROVING A PROFESSIONAL DESIGN
CONSULTING SERVICES AGREEMENT IN THE AMOUNT
OF $64,530 BETWEEN THE CITY OF PUEBLO, A
COLORADO MUNICIPAL CORPORATION, AND
BOHANNAN HUSTON, INC. RELATING TO THE MASTER
PLAN DESIGN FOR THE EASTSIDE PEDESTRIAN,
PARKING AND STREETSCAPE IMPROVEMENTS
PROJECT AND AUTHORIZING THE PURCHASING AGENT
TO EXECUTE SAME
WHEREAS, proposals for CI1914, Eastside Pedestrian, Parking and Streetscape
Improvements Project have been received and examined; and,
WHEREAS, Bohannan Huston, Inc. has been selected to provide Professional
Design Consulting Services for said Project; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
An Agreement for Project CI1914, Eastside Pedestrian, Parking and Streetscape
Improvements Project in the amount of $64,530 is hereby awarded to Bohannan Huston,
Inc.
SECTION 2.
Funds in the amount of $64,530 for said Professional Services shall be paid from
the Eastside Pedestrian, Parking and Streetscape Improvements Project, No. CI1914
SECTION 3.
The Purchasing Agent is hereby authorized to execute said Agreement on behalf
of the City of Pueblo, a Colorado Municipal Corporation, and the City Clerk shall affix the
seal of the City thereto and attest the same.
SECTION 4.
The officers and staff of the City are authorized and directed to perform any and
all acts consistent with this Resolution and the attached Agreement to implement the
policies and procedures described herein.
SECTION 5.
This Resolution shall become effective immediately upon passage and approval.

AND STREETSCAPE IMPROVEMENTS PROJECT AND AUTHORIZING
THE PURCHASING AGENT TO EXECUTE SAME
SUMMARY:
This Resolution approves an Agreement for Professional Design Consulting Services
between the City of Pueblo and Bohannan Huston, Inc (“BHI”). BHI was determined to
be the most responsible bidder and will be awarded a contract in the amount of $64,530.
PREVIOUS COUNCIL ACTION:
Ordinance 9563, dated October 15, 2019, approved an IGA between the City of Pueblo
and Pueblo County relating to the use of 2016 Ballot Question 1A Capital Improvement
Program funds, established the Eastside Pedestrian, Parking and Streetscape Project,
CI1914 and budgeted and appropriated $100,000 for the design phase of the Project.
BACKGROUND:
The City requested proposals from pre-qualified consultants (RFQ No. 19-062) to provide
planning and design of master plan proposals for pedestrian, parking, and streetscape
improvements on Pueblo’s Eastside. A masterplan will be established for three (3) Project
areas, designated in the RFP and listed below.
1. El Centro Project Area
2. Centra Eastside Project Area

3. East 4 Street Corridor Project Area
After design of the masterplans for each project area, sub-projects will be selected for
complete production of construction documents as approved and within the budget for
No. 1 and 3 Project Areas.
The budget for design and construction in the amount of $1,000,000 for the Eastside
Pedestrian, Parking and Streetscape Improvements is funded by a Pueblo County Ballot
Issue 1A Improvement Program.
FINANCIAL IMPLICATIONS:
Funds in the amount of $64,530 shall be paid from the Eastside Pedestrian, Parking and
Streetscape Improvements Project, No. CI1914.
BOARD/COMMISSION RECOMMENDATION:
None.
STAKEHOLDER PROCESS:
None.
ALTERNATIVES:
Denial of this Resolution will result in the delay of the Project.
RECOMMENDATIONS:
Approve the Resolution.
