HomeMy WebLinkAbout14465 RESOLUTION NO. 14465 A RESOLUTION APPROVING AN AGREEMENT FOR PROFESSIONAL ENGINEERING SERVICES BETWEEN THE CITY OF PUEBLO, A COLORADO MUNICIPAL CORPORATION, AND SHORT ELLIOTT HENDRICKSON, INC. IN THE AMOUNT OF $63,037.19 RELATED TO PROJECT NO. 20-024 (PL2003), TAP M086-082 (22971), NORTHERN AVENUE STREETSCAPE/TRAIL PHASE 3 AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE SAME WHEREAS, proposals for PL2003, Northern Avenue Streetscape / Trail Phase III Project have been received and examined; and, WHEREAS, the proposal of Short Elliott Hendrickson, Inc was determined to be most responsible bid; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. An Agreement for Project PL2003, Northern Avenue Streetscape / Trail Phase III Project is hereby awarded to said bidder in the amount of $63,037.19. SECTION 2. Funds in the amount of $63,037.19 shall be available from Project PL2003, Northern Avenue Streetscape / Trail Phase III Project. SECTION 3. The Purchasing Agent is hereby authorized to execute said Agreement on behalf of the City of Pueblo, a Colorado Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. SECTION 4. The officers and staff of the City are authorized and directed to perform any and all acts consistent with the intent of this Resolution to implement the transactions described therein. SECTION 5. This Resolution shall become effective immediately upon passage and approval. Gradisar, Mayor VIA: Brenda Armijo, City Clerk FROM: Scott Hobson, Acting Director of Planning and Community Development SUBJECT: A RESOLUTION APPROVING AN AGREEMENT FOR PROFESSIONAL ENGINEERING SERVICES BETWEEN THE CITY OF PUEBLO, A COLORADO MUNICIPAL CORPORATION, AND SHORT ELLIOTT HENDRICKSON, INC IN THE AMOUNT OF $63,037.19 RELATED TO PROJECT NO. 20-024 (PL2003), TAP M086-082 (22971), NORTHERN AVENUE STREETSCAPE/TRAIL PHASE 3 AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE SAME SUMMARY: This Resolution approves an agreement for professional engineering services between the City of Pueblo and Short-Elliott-Hendrickson, Inc (“SEH”). SEH was determined to be the most responsible bidder and will be awarded a contract in the amount of $63,037.19. PREVIOUS COUNCIL ACTION: Ordinance 9600, dated November 25, 2019, transferred funds in the amount of $125,000 from the 2019 Highway User Tax Fund (“HUTF”) balance to Project HU1601 and budgeted and appropriated $125,000 for the Traffic Signal Northern and Prairie Project. Ordinance 9666, dated February 24, 2020, created the Northern Avenue Streetscape/Trail Phase III Project, PL2003, approved an IGA with CDOT, transferred funds in the amount of $125,000 from Project HU1601 and budgeted and appropriated a total of $625,000 for the Project. BACKGROUND: The City of Pueblo received a Transportation Alternatives Program (TAP) Grant for streetscape and trail improvements along the north side of Northern Avenue, from Cambridge Avenue to Prairie Avenue, upgrade of the traffic signal at Northern Avenue and Prairie Avenue, and streetscape improvements along the west side of Prairie Avenue. A Request for Proposals, dated May 22, 2020, and two addendums, were published seeking civil engineering design services including landscape architectural design for the trail, shared use path, and streetscape along the north side of Northern Avenue between Cambridge Avenue and Prairie Avenue. A total of seven (7) proposals were received and evaluated. SEH was selected as the top firm to review and negotiate the fee schedule. FINANCIAL IMPLICATIONS: Funds in the amount of $63,037.19 will be paid from the Northern Avenue Streetscape/Trail Phase III Project, PL2003. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: None. ALTERNATIVES: Denial of this Resolution will result in design and engineering being deferred which could result in the loss of committed CDOT grant funding.
