AN EMERGENCY ORDINANCE APPROVING AND
RATIFYING THE COLORADO SARS-COV-2
WASTEWATER SURVEILLANCE COLLABORATIVE
MEMORANDUM OF UNDERSTANDING AND APPROVING
AND RATIFYING THE SIGNATURE OF THE MAYOR TO
SAID AGREEMENT
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Colorado SARS-CoV-2 Wastewater Surveillance Collaborative Memorandum
of Understanding is hereby approved and ratified. The signature of the Mayor to said
Memorandum of Understanding is hereby approved and ratified and the City Clerk is
directed to affix the seal of the City thereto and attest same.
SECTION 2.
The officers and staff of the City are authorized and directed to perform any and
all acts consistent with this Ordinance and the attached Memorandum of Understanding
which are necessary or desirable to implement the transactions described therein.
SECTION 3.
Savings Clause: The immediate enactment of this Ordinance is necessary in order
to preserve and protect the health, safety and welfare of the residents of the City.
Pursuant to Sec. 3-20 of the City Charter, this Ordinance shall become effective on the
date of final action by the Mayor and City Council.

SUMMARY:
This Ordinance approves a Memorandum of Understanding to provide wastewater influent
samples to develop a statewide surveillance system of SARS-CoV-2 RNA through funding the
Colorado Department of Pueblo Health and Environment has received. Mayor Gradisar signed
the Memorandum of Understanding to allow sampling supplies to be obtained to start sampling
under this program on August 10,2020 and it is presented to the City Council for ratification.
PREVIOUS COUNCIL ACTION:
None
BACKGROUND:
The wastewater entering the James R. DiIorio Water Reclamation Facility along with 18 other
facilities across the state will be analyzed two times per week for 52 weeks to develop a
surveillance system to provide early warning for state and local health authorities of significant
changes in fecal shedding of SARS-CoV RNA, the etiological agent of COVID 19. This testing
will be performed by Colorado State University and Metro State University to obtain comparable
data to determine trends to indicate the rate of infection and potentially identify hot spots
statewide. Initial studies have shown good correlation with outbreaks.
FINANCIAL IMPLICATIONS:
The only cost will be to collect the samples and ship them to the lab performing the analysis. This
will be paid from sewer user fees.

ALTERNATIVES:
The no-action alternative would not provide the infection rate information that might help the local
health officials make good decisions.
