SUBJECT: AN ORDINANCE BUDGETING AND APPROPRIATING THE PUEBLO
COUNTY 2020 ALLOCATION IN THE AMOUNT OF $1,000,000 FROM
2016 COUNTY BALLOT 1A CAPITAL IMPROVEMENT PROGRAM
PROJECT FUNDS FOR PROJECT CI1911, LAKE MINNEQUA PARK
IMPROVEMENTS
SUMMARY:
This Ordinance budgets and appropriates $1,000,000 into Project CI1911, Lake
Minnequa Park Improvements from the 2020 Pueblo County allocation of 2016 County
Ballot 1A Capital Improvement Program Project funds in accordance with the
Intergovernmental Agreement (“IGA”) approved by the City and Pueblo County.
PREVIOUS COUNCIL ACTION:
On May 28, 2019, through Ordinance No. 9470, City Council approved an IGA between
the City of Pueblo and Pueblo County relating to the use of 2016 Ballot Question 1A
Capital Improvement Program Project funding for the Lake Minnequa Park
Improvements.
On September 23, 2019, through Ordinance No. 9548, City Council approved to establish
Capital Project CI1911 – Lake Minnequa Park Improvements, budget and appropriate
$1.5 million from the Fund Balance Account of the General Fund to be reimbursed by
Pueblo County 1-A Capital Improvement Program funds.
BACKGROUND:
The reimbursed funding provided from the County will be used for improvements to Lake
Minnequa Park, which includes the construction of a restroom, concession facility, plaza,
park extension of an additional turf playfield area, parking lot expansion and paving, park
shelters, playground, lighting and signage for the park. The IGA with Pueblo County
designated that the initial $1.5 million would be available in 2019, and the remaining $1
million would be available in 2020.
FINANCIAL IMPLICATIONS:
This Ordinance budgets the remaining $1,000,000 into Project CI1911, Lake Minnequa
Park Improvements which increases the total amount of appropriated funds to $2,500,000
for the Project. There are no matching funds required from the City, although the City is
providing an estimated $35,000 of in-house services for the design and construction
management for the Project. The City is committing to operate and maintain the
improvements following the completion of the construction.
BOARD/COMMISSION RECOMMENDATION:
The park improvements included in the IGA are identified in the Master Plan for the Lake
Minnequa Park and Open Space Area that was reviewed by the Planning and Zoning
Commission in October 2008.
STAKEHOLDER PROCESS:
The Master Plan for the Lake Minnequa Park and Open Space Area was completed in
March 2008 and updated in October 2008. The Master Plan included multiple public
meetings in conjunction with the public outreach for the establishment of the Lake
Minnequa Urban Renewal Area in 2008.
ALTERNATIVES:
Currently, there are no alternatives for completing the improvements without accepting
and budgeting the funding provided by Pueblo County from the 2016 Ballot Question 1A
Capital Improvement Program Project funds.
RECOMMENDATION:
Approval of the Ordinance.

AN ORDINANCE BUDGETING AND APPROPRIATING THE

IMPROVEMENT PROGRAM PROJECT FUNDS FOR
PROJECT CI1911, LAKE MINNEQUA PARK
IMPROVEMENTS
WHEREAS, on May 28, 2019, through Ordinance No. 9470, City Council approved
an Intergovernmental Agreement (‘IGA”) between the City and Pueblo County relating to
the use of Pueblo County 2016 Ballot Question 1A Capital Improvement Program Project
funds for the Lake Minnequa Park Improvements; and,
WHEREAS, the IGA provided funding for the Project in the amount of $1,500,000
in 2019 and additional funding in the amount of $1,000,000 in 2020; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Funds in the amount of $1,000,000 are hereby budgeted and appropriated into
Project CI1911, Lake Minnequa Park Improvements which increases the total funding to
$2,500,000 for said Project.
SECTION 2.
The officers and staff of the City are authorized and directed to perform any and
all acts consistent with the intent of the Ordinance and Contract to implement the policies
and procedures described therein.
SECTION 3.
This Ordinance shall become effective immediately upon final action by the Mayor
and City Council.
