HomeMy WebLinkAbout14446RESOLUTION NO. 14446 A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $2,448,260 TO NATIONAL POWER RODDING CORP., AND SETTING FORTH $489,652 FOR CONTINGENCIES, FOR PROJECT NO. 20-018 (WWAN02) LARGE MAIN CLEANING AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME WHEREAS, the Committee of Awards has convened and, acting pursuant to Sections 7-29 and 7-32 of the Charter and Chapter 10 of Title I of the Pueblo Municipal Code, has: (a) received and examined competitive bids for PROJECT NO. 20-018 (WWAN02), Large Main Cleaning, (b) determined that the lowest bidder submitted a bid which was non-responsive and was not the lowest and best bid, (c) determined that the bid of the next lowest bidder is responsive and constitutes the lowest and best bid, and (d) determined that its recommendation to Council is that the contract be awarded to said next lowest bidder, to wit: National Power Rodding Corp.; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. City Council authorizes PROJECT NO. 20-018 (WWAN02), Large Main Cleaning, to be performed, and the contract for said project is hereby awarded to said bidder in the amount of $2,448,260. SECTION 2. Funds for PROJECT NO. 20-018 (WWAN02) shall be from Sewer User Funds. SECTION 3. The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. SECTION 4. In addition to the amount of the bid set forth, as aforementioned, an additional amount as stipulated in this section is hereby established for contingencies and additional work. Contingencies and Additional Work…………..$489,652. SECTION 5. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution and the contract to effectuate the transactions described therein. SECTION 6. This Resolution shall become effective immediately upon passage and approval. The project consists of cleaning 4,652 linear feet of 48-inch and 3,272 linear feet of 60-inch sanitary sewer mains. PREVIOUS COUNCIL ACTION: None BACKGROUND: The 7,924 linear feet of sanitary sewer main being cleaned is the main trunk line responsible for carrying wastewater collected from throughout the City to the treatment plant. The Wastewater Department does not have a date of when this main was last cleaned. Previously, it was believed that large diameter sanitary sewer mains were self- cleaning. Recent television inspections of large diameter mains have proven that these mains need to be cleaned as well. Maintenance and assessment of these mains are important because it is a major trunk line and a portion of the mains is located under the Fountain Creek. FINANCIAL IMPLICATIONS: The cost of the construction project was bid at $2,448,260 with contingencies of $489,652. Funds are available from the Sewer User Funds and have been budgeted and appropriated to Project No. 20-018 (WWAN02). BOARD/COMMISSION RECOMMENDATION: Not applicable STAKEHOLDER PROCESS: None ALTERNATIVES: Alternative No. 1 – No Action The Wastewater Department would take no action. The main would remain in an unknown condition. This could result in a major backup causing a sanitary sewer overflow that could drain to the Fountain Creek or a severe collapse and sinkhole to the surface depending on the condition of the main. RECOMMENDATION: Approval of the Resolution.
