HomeMy WebLinkAbout14434 RESOLUTION NO. 14434 A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $1,137,273 TO TONY J. BELTRAMO AND SONS, INC., FOR PROJECT NO. 20-012 (AP1902) WILDLIFE PERIMETER FENCE PHASE TWO AT THE PUEBLO MEMORIAL AIRPORT, AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE SAME WHEREAS, proposals for Project No. 20-012 (AP1902) Wildlife Perimeter Fence Phase Two at the Pueblo Memorial Airport have been received and examined; and WHEREAS, Tony J. Beltramo and Sons, Inc. is the lowest and best of those bids determined to be responsible; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. A contract for Project No. 20-012 (AP1902) Wildlife Perimeter Fence Phase Two at the Pueblo Memorial Airport is hereby awarded to Tony J. Beltramo and Sons, Inc. in the amount of $1,137,273.00. SECTION 2. The awarding of this contract is contingent upon the final passage of the Ordinance accepting the Federal Aviation Administration AIP Grant Agreement No. 3-08-0046-039-2020 (“Grant”). SECTION 3. Funds for Project No. 20-012 in the amount of $1,137,273.00 shall be expended from the Wildlife Perimeter Fence Project No. AP1902. SECTION 4. The Purchasing Agent is hereby authorized to execute said contract on behalf of the City of Pueblo, a Municipal Corporation, and the City Clerk shall affix the Seal of the City thereto and attest the same. SECTION 5. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution to effectuate the policies and procedures described therein. SECTION 6. This Resolution shall become effective immediately upon final passage and approval, contingent upon acceptance of the Grant. BELTRAMO AND SONS, INC., FOR PROJECT NO. 20-012 (AP1902) WILDLIFE PERIMETER FENCE PHASE TWO AT THE PUEBLO MEMORIAL AIRPORT, AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE SAME SUMMARY: Attached is a Resolution awarding a contract to Tony J. Beltramo and Sons, Inc. for the Wildlife Perimeter Fence Phase Two at the Pueblo Memorial Airport. PREVIOUS COUNCIL ACTION: City Council approved an application for supplemental funding under the Airport Improvement Program (AIP) through Resolution No. 14065 on October 22, 2018. On May 28, 2019, the City approved Ordinance No. 9461, establishing the Airport Wildlife Fence Project No. AP1902, budgeting and appropriating funds for the design of the project and approving a contract with Dibble and Associates Consulting Engineers. Due to a change in expected funding sources, Resolution No. 14238 was approved by the City on July 8, 2019, authorizing the filing of an application for federal assistance with the FAA for the Airport Wildlife Fence project. On September 9, 2019 the City approved Ordinance No. 9535 accepting the FAA grant, Ordinance No. 9536 awarding a contract to Kirkland Construction for the building of the perimeter fence, and Ordinance No. 9538 transferring surplus funds that were used for the design of the project back to the General Fund. Resolution No. 14368 authorizing the filing of an application for federal assistance for phase two of the project was approved on February 24, 2020. Council approved an agreement with Dibble and Associates for the design of Phase 2 of the project under Ordinance No. 7677 on March 9, 2020. Ordinance No. 9724 was approved on June 22, 2020, accepting a State grant for the first phase of the project. BACKGROUND This project will complete the replacement of the barbed wire fence on the east, north, and west boundaries of PUB with a wildlife fence to exclude hazardous mammal species as required by the Airport’s Wildlife Hazard Management Plan. Bids for the project were opened on March 18, 2020. A total of four bids were received. Tony J. Beltramo and Sons Inc. was the lowest of the bids received. FINANCIAL IMPLICATIONS: Funds in the amount of $1,137,273 will be expended from the Wildlife Perimeter Fence Project No. AP1902. The Federal grant will pay for 100% of the contract. BOARD/COMMISSION RECOMMENDATION: Not applicable to this Ordinance. STAKEHOLDER PROCESS: Airport staff met with airport stakeholders on May 2, 2019 to discuss this project. ALTERNATIVES: If this Resolution is not approved, the project will not occur and grant funds will be returned to the FAA.
