AN EMERGENCY ORDINANCE ESTABLISHING PROJECT
NO. CI2010 AND BUDGETING AND APPROPRIATING
FUNDS ACCEPTED AND DISTRIBUTED TO THE CITY
FROM THE CORONAVIRUS RELIEF FUND INTO SAID
PROJECT NO CI2010
WHEREAS, the City has entered into a Collaboration Agreement with the County
of Pueblo providing for the distribution of up to $5,575,945.00 to the City with respect to
the Coronavirus Aid Relief and Economic Security Act funds (“Distributed Funds”) and
further authorized the acceptance of such Distributed Funds; and
WHEREAS, the Distributed Funds will provide reimbursement with respect to
eligible expenses that meet the following qualifications (“Eligible Expenses”):
1. Are necessary expenditures incurred due to the public health emergency with
respect to the Coronavirus Disease 2019 (COVID-19).
2. Were not accounted for in the budget most recently approved as of March 27,
2020 (the date of enactment of the CARES Act) for the State or government; and
3. Were incurred during the period that begins on March 1, 2020, and ends on
December 30, 2020; and
WHEREAS, the City is obligated to maintain appropriated accounting with respect
to use of the Distributed Funds for the Eligible Expenses, and this Ordinance is in
furtherance of meeting such obligations; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Project Number CI2010 is hereby established, and all Distributed Funds received by
City in an amount up to $5,575,945.00 are budgeted and appropriated to said project.
Distributed Funds shall only be used for payment of Eligible Expenses. With respect to
any Eligible Expense paid from any other project or allotment, the Director of Finance,
with the approval of the Mayor, is authorized to transfer from Project Number CI2010 to
said project or allotment those Distributed Funds received by City for reimbursement of
such Eligible Expenses.
SECTION 2.
Savings Clause: The COVID-19 pandemic has been declared an emergency
disaster by the Mayor, the Governor of Colorado and the President of the United States.
The immediate enactment of this Ordinance is necessary in order to preserve and
protect the health, safety and welfare of the residents of the City. Pursuant to Sec. 3-20
of the City Charter, this Ordinance shall become effective on the date of final action by
the Mayor and City Council.

SUMMARY:
This ordinance establishes Project No. C12010 and budgets and appropriates up to
$5,575,945.00 funds which may be distributed to the City from the Coronavirus Relief Fund
(“CVRF”) for covered costs that were incurred during the period that begins March 1, 2020 and
end December 30, 2020.
PREVIOUS COUNCIL ACTION:
City Council previously passed Ordinance No 9732 which approved the agreement between the
City of Pueblo, a Colorado Municipal Corporation, and the County of Pueblo, a political subdivision
of the State of Colorado, relating to the distribution of the CVRF and further authorized the
acceptance of such funds.
BACKGROUND:
Pursuant to the CARES Act and subsequent executive order of the Governor, the CVRF funds
have been made available to the City to address the economic impacts of the COVID-19
pandemic. CVRF funds may be used to cover costs that:
1. Are necessary expenditures incurred due to the public health emergency with respect to
the Coronavirus Disease 2019 (COVID-19).
2. Were not accounted for in the budget most recently approved as of March 27, 2020 (the
date of enactment of the CARES Act) for the State or government; and
3. Were incurred during the period that begins on March 1, 2020, and ends on December
30, 2020.
All funds distributed to the City need to be appropriated into a project fund with appropriate
accounting with respect to the use and qualification of such funds.
FINANCIAL IMPLICATIONS:
Limited financial costs will be incurred by City with respect to monitoring, auditing, and submission
of financial documents with respect to $5,575,945.00 Coronavirus Relief Fund (CVRF) allocation.

Failure to adopt this ordinance will result in the City not authorizing the budget and appropriation
