HomeMy WebLinkAbout09721ORDINANCE NO. 9721 AN EMERGENCY ORDINANCE AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $1,872,516 TO TRANE US, INC FOR PROJECT NO. PL1905, SENIOR CENTER HVAC REPLACEMENT PROJECT, AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE SAME WHEREAS, Trane US, Inc of Colorado Springs, Colorado was selected through a national procurement process; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. A contract for Project PL1905, Senior Center HVAC Replacement Project is hereby awarded to Trane US, Inc in the amount of $1,872,516. SECTION 2. Funds for said Project shall be from Project PL1905, Senior Center HVAC Replacement Project. SECTION 3. The Purchasing Agent is authorized to execute the contract on behalf of Pueblo, a Colorado Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest same. SECTION 4. The officers and staff of the City are authorized and directed to perform any and all acts consistent with the intent of the Ordinance and Contract to implement the policies and procedures described therein. SECTION 5. This Emergency Ordinance shall become effective on the date of final action by the Mayor and City Council. Gradisar, Mayor VIA: Brenda Armijo, City Clerk FROM: Scott Hobson, Acting Director of Planning and Community Development SUBJECT: AN EMERGENCY ORDINANCE AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $1,872,516 TO TRANE US, INC FOR PROJECT NO. PL1905, SENIOR CENTER HVAC REPLACEMENT PROJECT, AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE SAME SUMMARY: This Emergency Ordinance awards a construction contract to Trane US, Inc of Colorado Springs, Colorado (Trane). Trane was hired to perform the design and construction through a National procurement through U.S. Communities and will be awarded a contract in the amount of $1,872,516. PREVIOUS COUNCIL ACTION: November 26, 2018, City Council budgeted $575,000 for the SRDA Air Conditioning System Capital Improvements, CI1909. Ordinance No. 9550, dated September 23, 2019, established Project SRDA – HVAC Addition, PL1905, accepted $50,000 from SRDA, budgeted and appropriated the funds to PL1905 and transferred $575,000 from CI1909 to PL1905. Ordinance No. 9551, dated September 23, 2019, ratified the prior signature of the Mayor, dated September 3, 2019 for the Letter of Commitment with Trane US, Inc. Resolution No. 14314, dated November 25, 2019, authorized the submittal of the grant application to the Colorado Department of Local Affairs Energy and Mineral Impact Assistance Program. Ordinance No. 9643, dated January 27, 2020, City Council accepted, budgeted and appropriated a $25,000 grant award from the Gates Family Foundation to be used as part of the local match for the DOLA grant. Ordinance No. 9663, dated February 24, 2020, City Council approved an Intergovernmental Agreement (IGA) between the City of Pueblo and Pueblo County, budgeted and appropriated $250,000 of the 2016 Ballot Question 1A Capital Improvement Program funds to be used as part of the local match for the DOLA grant. BACKGROUND: This Ordinance approves a construction contract between the City and Trane US, Inc for the SRDA – HVAC Addition Project. The Senior Resource Development Agency (SRDA) has been in the City-owned building at 230 North Union Avenue since 1994. The City is working with SRDA for the replacement of the HVAC system. Maintenance costs for the system and the frequency of each repair continues to increase each year, causing additional budget risk. In 2018, the City of Pueblo Public Works Department hired Weidner & Associates Architecture to create schematic drawings and a preliminary cost estimate. Given the size of the new air conditioning and heating units, it was determined that placing them inside the existing building was not possible and an addition to the building would be required. FINANCIAL IMPLICATIONS: Funds for the Project will be paid from the Senior Center HVAC Replacement Project, PL1905. The funding for the Project is from the following sources: DOLA Energy and Mineral Impact $ 800,000.00 City of Pueblo $ 575,000.00 SRDA $ 50,000.00 SRDA Additional Funds $ 172,516.00 Pueblo County $ 250,000.00 Gates Family Foundation Grant $ 25,000.00 TOTAL $ 1,872,516.00 BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: None. ALTERNATIVES: Denial of this Ordinance will result in cancellation of the Project. RECOMMENDATION: Approve the Ordinance.
