AN ORDINANCE APPROVING AND ACCEPTING CARES ACT
GRANT AGREEMENT NO. 3-08-0046-040-2020 FROM THE
UNITED STATES OF AMERICA ACTING THROUGH THE
FEDERAL AVIATION ADMINISTRATION FOR FUNDS IN THE
AMOUNT OF $1,043,034 TO MAINTAIN SAFE AND EFFICIENT
AIRPORT OPERATIONS AT PUEBLO MEMORIAL AIRPORT,
ESTABLISHING THE CARES ACT GRANT PROJECT NO.
AP2003, BUDGETING AND APPROPRIATING $1,043,034 TO
PROJECT NO. AP2003, AND AUTHORIZING THE MAYOR TO
EXECUTE SAME
WHEREAS, the City of Pueblo has received a CARES Act Airport Grant Agreement from
the United States of America acting through the Federal Aviation Administration; and
WHEREAS, a project needs to be established and the grant funds budgeted and
appropriated; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The CARES Act Airport Grant Agreement (the “Agreement”), a copy of which is attached
hereto and made a part hereof by reference, by and between the City of Pueblo, a Municipal
Corporation, and the United States of America through the Federal Aviation Administration,
making available $1,043,034.00 in federal funds to maintain safe and efficient airport operations
at the Pueblo Memorial Airport, after having been approved as to form by the City Attorney, is
hereby approved.
SECTION 2.
The CARES Act Grant Project No. AP2003 is hereby established.
SECTION 3.
Funds in the amount of $1,043,034.00 shall be accepted pursuant to the Agreement and
budgeted and appropriated to the CARES Act Grant Project No. AP2003.
SECTION 4.
The Mayor is hereby authorized to execute the Agreement in the name and on behalf of
the City of Pueblo, where the Mayor may execute the Agreement by electronic signature and such
electronic signature shall be attributable to the Mayor and the City of Pueblo.
SECTION 5.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Ordinance and the Agreement to effectuate the transactions
described therein.
SECTION 6.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.

SUMMARY:
This Ordinance will approve and accept a CARES Act Grant Agreement from the United States
of America acting through the Federal Aviation Administration to provide funding to help maintain
safe and efficient airport operations at the Pueblo Memorial Airport. It also establishes Project No.
AP2003 and appropriates funding for this project.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND
This Grant is in accordance with the CARES Act and provides funding to help offset a decline in
revenues arising from diminished airport operations and activities as a result of the COVID-19
Public Health Emergency. The CARES Act states the funds may only be used for purposes
related to the airport and, therefore, these funds may be used to reimburse operational and
maintenance expenses directly related to the Pueblo Memorial Airport and incurred no earlier
than January 20, 2020.
FINANCIAL IMPLICATIONS:
This grant is 100% funded and requires no matching funds.

Not applicable.

ALTERNATIVES:
If this Ordinance is not approved, the grant will be returned to the federal government.
RECOMMENDATION
The Department of Aviation recommends approval of this Ordinance.
