AN ORDINANCE APPROVING AND ACCEPTING DONATIONS
OF FUNDS TO THE CITY OF PUEBLO AND PUEBLO POLICE
DEPARTMENT RELATING TO THE COLORADO HOUSING AND
FINANCE AUTHORITY’S GIFT OF $18,000, AND A GIFT FROM
THE VOLUNTEERS ASSISTING PUEBLO POLICE (VAPP) IN
THE AMOUNT OF $18,000, ESTABLISHING PROJECT NUMBER
PS2006, AND BUDGETING AND APPROPRIATING FUNDS INTO
PROJECT NUMBER PS2006 – PUBLIC SAFETY PROJECTS
FUND
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Project Number PS2006 is hereby established.
SECTION 2.
The donation of funds from the Colorado Housing and Finance Authority (“CHFA”) to the
Pueblo Police Department, in the sum of $18,000, is hereby accepted and approved. The funds
shall be budgeted and appropriated into Project Number PS2006 – Public Safety Projects fund.
SECTION 3.
The donation of funds from the Volunteers Assisting Pueblo Police (“VAPP”) to the Pueblo
Police Department, in the sum of $18,000, is hereby accepted and approved. The funds shall be
budgeted and appropriated into Project Number PS2006 – Public Safety Projects fund.
SECTION 4.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Ordinance and the attached agreement to effectuate the
transactions described therein.
SECTION 5.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.

PS2006 – PUBLIC SAFETY PROJECTS FUND
SUMMARY:
This Ordinance approves and accepts a donation of funds from the Colorado Housing and
Finance Authority (“CHFA”) to the Pueblo Police Department (“PPD”). The monies will be a
contribution toward the purchase of all-terrain vehicles and accessory equipment for the Police
Department.
PREVIOUS COUNCIL ACTION:
City Council has routinely approved the donation to and receipt of donated funds from other
agencies.
BACKGROUND
The City of Pueblo Police Department is seeking approval to receive a donation in the amount of
$18,000 from the Colorado Housing and Finance Authority to be used simultaneously with a gift
of $18,000 from the Volunteers Assisting Pueblo Police (VAPP) organization to purchase side by
side ATVs and a trailer to transport the ATVs. Several times a year, Officers perform public
outreach with the Health Department, Pueblo Fire Department and other entities to contact the
City’s homeless population who reside in the wooded areas along the Fountain River throughout
the City. Several of these areas are only accessible to off road vehicles such as side by side ATVs
and other recreational all-terrain vehicles.
When the outreach is performed, the Chief of Police must request assistance from the Pueblo
County Sheriff’s Office for permission to utilize the ATVs the Pueblo County Sheriff’s Office has
in its inventory. Even with the assistance from the Sheriff’s Office, sufficient equipment is still not
readily available to transport members into these areas for outreach. Accepting this donation will
provide the department with its own equipment to meet these needs.
If allowed to accept this matching fund donation, the ATVs would be utilized for the homeless
outreach as well as City parades and festivals such as the Chile and Frijole festival.
FINANCIAL IMPLICATIONS:
The donation will allow the Pueblo Police Department to utilize the $18,000 donation from
Colorado Housing and Finance Authority along with the VAPP donation of $18,000 for a total of
$36,000 to purchase at least two side by side ATVs and a trailer for transportation. This donation
will result in the PPD being able to use department funds for other purposes. Total funds in the
amount of $36,000 will be budgeted and appropriated into Project #PS2006.

ALTERNATIVES:
If City Council does not approve this Ordinance, the donated money will not be accepted. The
PPD will not be able to purchase all-terrain vehicles.
RECOMMENDATION
The Pueblo Police Department recommends the approval of this Ordinance.
