AN ORDINANCE APPROVING AND ACCEPTING A TRAILHEAD
INSTITUTE GRANT AWARD IN THE AMOUNT OF $18,750 ON BEHALF
OF THE PUEBLO FOOD PROJECT AND ESTABLISHING PROJECT NO
CI2009 AND BUDGETING AND APPROPRIATING $18,750 INTO
PROJECT NO. CI2009 AND APPROVING A GRANT AGREEMENT WITH
THE TRAILHEAD INSTITUTE AND RATIFYING THE PRIOR SIGNATURE
OF MONIQUE MAREZ TO SAID GRANT AGREEMENT
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Mayor is hereby authorized to accept a Grant award in the amount of $18,750 from
the Colorado Blueprint to End Hunger, administered by the Trailhead Institute (“Trailhead”) to
provide funds for emergency hunger relief work by the Pueblo Food Project during the COVID-
19 emergency.
SECTION 2.
The Grant Agreement for emergency hunger relief dated March 27, 2020 (“Agreement”)
between the City of Pueblo, a Colorado Municipal Corporation, on behalf of the Pueblo Food
Project, and the Trailhead Institute, a copy of which is attached hereto, having been approved as
to form by the City Attorney, is hereby approved. The signature of Monique Marez, Pueblo Food
Project Coordinator, to the Agreement on March 30, 2020 shall be and hereby is ratified.
SECTION 3.
Project No. CI2009 is hereby established as a Capital Improvements Project.
SECTION 4.
The amount of $18,750 is hereby budgeted and appropriated into Project No. CI2009.
Said Funds shall only be expended and used for this project.
SECTION 5.
The officers and staff of the City are hereby authorized and directed to perform any and
all acts consistent with this Ordinance and the attached Agreement to effectuate the transactions
described therein.
SECTION 6.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.

SUMMARY:
Attached is an Ordinance approving and authorizing the City to accept a Grant in the amount of
$18,750 from the Colorado Blueprint to End Hunger, administered by the Trailhead Institute
(“Trailhead”) to provide funds for emergency hunger relief work by the Pueblo Food Project during
the COVID-19 emergency. This Ordinance also budgets and appropriates the grant funds into
Project No. CI2009. Due to time restrictions associated with this emergency grant, Monique
Marez, Pueblo Food Project Coordinator, signed the Grant Agreement on March 30, 2020. This
Ordinance also approves the Grant Agreement and ratifies Ms. Marez’ prior signature to the Grant
Agreement.

Not applicable to this Ordinance.
BACKGROUND:
The Pueblo Food Project applied for emergency hunger relief funds to respond to community
needs during the COVID-19 emergency. The grant proposal was accepted and awarded in the
amount of $18,750. These funds are to be used in accordance with the submitted proposal. All
activities are geared towards emergency hunger relief in Pueblo. The City is the fiscal sponsor
for the Pueblo Food Project, which will be carrying out the activities for purposes of the grant.
FINANCIAL IMPLICATIONS:
No Financial Implications. There are no matching funds required for this grant. The City of Pueblo
will receive the entire $18,750.00 on behalf of the Pueblo Food Project

ALTERNATIVES:
If the proposed Ordinance is not approved, the Pueblo Food Project will not receive the grant
