AN ORDINANCE CREATING CAPITAL PROJECT NUMBER
BC2002 – 2020 TRANSIT CAPITAL GRANT MATCH PROJECT,
AND PROJECT NUMBER BC2003 – FAREBOX UPGRADES
PROJECT, TRANSFERRING FUNDS FROM PROJECTS
BC2011, BC1802, AND BC1902 IN THE AMOUNT OF $219,503
INTO PROJECT BC2002, AND BUDGETING AND
APPROPRIATING $292,000 INTO PROJECT BC2003,
APPROVING A GRANT AGREEMENT OF 2020 FASTER: 20-
HTR-ZL-03169/491002121, BETWEEN PUEBLO, A COLORADO
MUNICIPAL CORPORATION, AND THE COLORADO
DEPARTMENT OF TRANSPORTATION AND AUTHORIZING
THE MAYOR TO EXECUTE THE SAME
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Grant Agreement, between the City of Pueblo, a Colorado Municipal Corporation, and
the Colorado Department of Transportation (hereinafter referred to as the “Agreement”), a copy
of which is attached, having been approved as to form by the City Attorney, is hereby approved.
SECTION 2.
The Mayor is authorized to execute and deliver the Agreement in the name of the City and
the City Clerk is directed to affix the seal of the City thereto and attest the same.
SECTION 3.
Project No. BC2002, Transit Capital Grant Match project and project no. BC2003, Farebox
Upgrades project is hereby established.
SECTION 4.
Funds from the following projects and in the following amounts are transferred to Project
No. BC2002, Project BC2011 transferring $10,459.00, Project BC1802 transferring $92,307, and
Project BC1902 transferring $116,737.00. Total amount transferred into Project No. BC2002 is
$219,503.00.

SECTION 5.
Funds in the amount of $292,000.00 are hereby budgeted and appropriated for project
number BC2003, transferring City match requirement of $58,400.00 from project number BC2002
into said project.
SECTION 6.
The officers and staff of the City are authorized and directed to perform any and all acts
consistent with this Ordinance and the attached Agreement which are necessary or desirable to
implement the transactions described therein.
SECTION 7.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.

SUMMARY:
Attached is a copy of the Grant Agreement between the City of Pueblo, a Colorado Municipal
Corporation, and the Colorado Department of Transportation, Division of Transit and Rail.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
The City of Pueblo shall transfer funds from Project BC2011, BC1802, and BC1902 into Project
BC2002, to condense all prior year unexpended Grant matches into the current year 2020 Grant
Match project. The City of Pueblo, Pueblo Transit, shall use 2020 FASTER funds, along with
local matching funds, to purchase 2020-Faster: Farebox Upgrades (16 @ $17,000.00/ea.) and
Mobile Ticketing Integration (20 @ $1000.00/ea.) for a total Grant of $292,000.00, with eighty
percent CDOT funding, and twenty percent City match requirement. The purchase will support
the goals of the Statewide Transit Plan.
FINANCIAL IMPLICATIONS:
Prior years unexpended Capital Transit Grant Match projects will be condensed into one project,
and all remaining funds will be transferred into the 2020 Capital Grant Match Project No. BC2002,
in the following manner:
Funds in the amount of $10,459.00 will be transferred from BC2011, funds in the amount of
$92,307.00 will be transferred from BC1802 and funds in the amount of $116,737.00 will be
transferred from BC1902, providing a grand total transfer of $219,503.00 into project no. BC2002.
Project No. BC2003 will be budgeted and appropriated in the amount of $292,000.00. Colorado
Department of Transportation grant share in the amount of $233,600.00 and the City of Pueblo’s
match requirement in the amount of $58,400.00, will be transferred into project BC2003 from
project BC2002.
BOARD/COMMISSION RECOMMENDATION:
Pueblo Transit Board of Directors approve this Ordinance.
