HomeMy WebLinkAbout14396RESOLUTION NO. 14396 A RESOLUTION RATIFYING AN EMERGENCY CONSTRUCTION CONTRACT IN THE AMOUNT OF $37,328.17 WITH PARKER EXCAVATING, INC. FOR PROJECT NO. 18-098 (WWAN03) AND APPROVING THE PURCHASING AGENT’S EXECUTION OF THE SAME WHEREAS, an emergency sanitary sewer repair was authorized by the Pueblo City Mayor in accordance with Section 1-10-5 of the Pueblo Municipal Code; and WHEREAS, the point repair work was awarded to Parker Excavating, Inc., under the 2019- 2020 multi-year point repair contract; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. City Council ratifies and approves the contract for repair of the sanitary sewer in the prairie near 38 William White Blvd with Parker Excavating, Inc., Project No. 18-098 (WWAN03) awarded to said bidder in the amount of $37,328.17. SECTION 2. Funds for Project 18-098 (WWAN03) shall be from the Sewer User Fund. SECTION 3. The Purchasing Agent was authorized to execute said contract on behalf of Pueblo, A Municipal Corporation, and the City Clerk properly affixed the seal of the City thereto and attested the same. SECTION 4. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution and the contract to effectuate the transactions described therein. Furthermore, all actions previously taken by officers and staff of the City consistent with the contract including any payments authorized under the contract are hereby ratified. SECTION 5. This Resolution shall become effective immediately upon passage and approval. FOR PROJECT NO. 18-098 (WWAN03) AND APPROVING THE PURCHASING AGENT’S EXECUTION OF THE SAME SUMMARY: This Resolution ratifies and approves award of a construction contract to Parker Excavating, Inc. for emergency sanitary sewer point repair in the prairie near 38 William White Blvd. PREVIOUS COUNCIL ACTION: None BACKGROUND: On March 9, 2020, while performing routine checks on the forced sewer main, a leak was discovered in the prairie near 38 William White Blvd, 80 feet west of Lift Station 2, southwest of the UTC Aerospace Company. The leak was in the 14-inch C900 pipe, an uncommon pipe material used only for forced mains. The repair work was performed under the sanitary sewer point repair multi-year contract under which three contractors were qualified via competitive bid. Due to the minimal lineal footage of C900 in the collection system, 14-inch C900 pipe is not a bid item on the emergency repair contract. An email was sent out to the qualified contractors on the emergency repair list for prices to perform the repair on the 14-inch C900 pipe. Parker Excavating, Inc. was the only contractor to reply with a price for the repair. The cost breakdown for the project is as follows: Sanitary Sewer Replacement-related Total: $ 37,328.17 100% Surface Improvement Related Total: $ 0.00 0% Grand Total: $ 37,328.17 100% FINANCIAL IMPLICATIONS: Funding for this project came from the sanitary sewer rehabilitation budget funded by the Sewer User Fund. Funding was available and had been budgeted, appropriated and allocated to Project No. 18-098 (WWAN03). BOARD/COMMISSION RECOMMENDATION: Not applicable STAKEHOLDER PROCESS: None ALTERNATIVES: Not approve the Resolution, but this would require a finding that there was not an emergency condition. RECOMMENDATION: Approval of the Resolution.
