Flores, President of City Council SUBJECT: A RESOLUTION TO OPPOSE BALLOT MEASURE 2A AT THE MAY 5, 2020 ELECTION PUEBLO CITY COUNCIL HEREBY RECOMMENDS THAT THE CITY OF PUEBLO REJECT THE CITY CHARTER CHANGE AND ORDINANCE FOUND IN MEASURE 2A ALLOWING THE PUEBLO BOARD OF WATER WORKS TO TAKEOVER THE BLACK HILLS ELECTRIC UTILITY ASSETS AND BECOME A WATER AND ELECTRIC WORKS SUMMARY: The attached proposed Resolution urges Pueblo voters to vote against Ballot Measure 2A at Special Municipal Coordinated Election scheduled for May 5, 2020. PREVIOUS COUNCIL ACTION: On February 24, 2020, by Ordinance No. 9673, the City Council adopted the final ballot title for Ballot Measure 2A to be decided by the eligible electors of the City at the Special Municipal Coordinated Election to be held on May 5, 2020. BACKGROUND: City Council President Dennis E. Flores has drafted the attached Resolution and requested that it be placed on the April 13, 2020 agenda. FINANCIAL IMPLICATIONS: Not applicable to this Resolution. BOARD/COMMISSION RECOMMENDATION: Not applicable to this Resolution. STAKEHOLDER PROCESS: Not applicable to this Resolution. ALTERNATIVES: The City Council could decide not to take a position on Ballot Measure 2A. RECOMMENDATION: None.
