AN ORDINANCE APPROVING THE CLOSEOUT OF
EXISTING WASTEWATER PROJECTS (WW1102,
WW1304, WW1603, WW1701, AND WW1702) AND
AUTHORIZING THE TRANSFER OF REMAINING
BUDGETED AND APPROPRIATED WASTEWATER FUNDS
FROM SUCH PROJECTS IN THE AMOUNT OF $101,853.63
TO THE TREATMENT PLANT PAVING PROJECT
(WW1404), AND FURTHER AUTHORIZING THE
TRANSFER OF $135,969.73 FROM PROJECTS TO BE
DETERMINED (WW9999) TO THE TREATMENT PLANT
PAVING PROJECT (WW1404) AT THE JAMES R. DIIORIO
WATER RECLAMATION FACILITY
WHEREAS, The City of Pueblo, each year, has budgeted and appropriated funds
for many projects in Wastewater; and
WHEREAS, the WRF Roof Replacement project (WW1102) was created and
funded with a total budget of $50,000, and this project was completed and paid for out of
the Treatment Plant Rehab project (WWAN04), leaving a remaining balance of $50,000;
and
WHEREAS, the Nutrients Management Control project (WW1304) was created
and funded with a total budget of $3,594,225.00, and the project costs were
$3,594,224.82, leaving a remaining balance of $0.18; and
WHEREAS, the Regulation Driven Projects project (WW1603) was created and
funded with a total budget of $50,000, and it was determined that this project will no longer
be needed, leaving a remaining balance of $50,000; and
WHEREAS, the Screw Pump Replacement project (WW1701) was created and
funded with a total of $102,548.37 and the project costs were $101,405.15, leaving a
remaining balance of $1,143.22; and
WHEREAS, the Centrifuge/Polymer Feed Repair project (WW1702) was created
and funded with a budget of $314,967.00, and the project costs were $314,256.77,
leaving a remaining balance of $710.23; and
WHEREAS, the Treatment Plant Paving project (WW1404) was created and
funded with a total of $562,180, and the project costs so far, have been $220,849.68,
leaving a remaining balance of $341,330.32; and
WHEREAS, Projects to Be Determined project (WW9999) was created to transfer
unused and/or remaining budgets to, and the current available balance is $258,338.69;
and
WHEREAS, Resolution No. 14344 awarded a Construction Contract in the amount
of $482,628.68 to Martin Marietta Materials Inc, and setting forth $96,525 for
contingencies; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The officers and staff of the City hereby close the aforementioned projects, and
transfer the remaining budgets of such projects, totaling $101,853.63, to the Treatment
Plant Paving Project (WW1404).
SECTION 2.
The officers and staff of the City hereby transfer funds from Projects to Be
Determined (WW9999) in the amount of $135,969.73 to the Treatment Plant Paving
Project (WW1404).
SECTION3.
The officers and staff of the City are directed and authorized to perform any and
all acts consistent with the intent of this Ordinance and the contract approved to effectuate
the transactions described therein.
SECTION 4.
This Ordinance shall become effective on the date of final action by the Mayor and
City Council.

SUMMARY:
This Ordinance approves closing out five existing Wastewater projects and transferring the
remaining budget from such projects to the Treatment Plant Paving Project (WW1404), and the
transfer of funds in the amount of $135,969.73 from Projects to be Determined (WW9999) to the
Treatment Plant Paving Project (WW1404) at the James R. Dilorio Water Reclamation Facility.
PREVIOUS COUNCIL ACTION:
Through the 2011 budget process, the WRF Roof Replacement was created and funded.
Through the 2013 budget process, the Nutrients Management Control Project was created and
funded. Through the 2016 budget process, the Regulation Driven Projects was created and
funded. Through the 2017 budget process, the Screw Pump Replacement Project, and the
Centrifuge/Polymer Feed Project was created and funded. On January 13, 2020 the City Council
Approved Resolution No. 14344, awarding a construction contract in the amount of $482,628.68
to Martin Marietta Materials, Inc. and setting forth $96,525 for contingencies for project 19-063
(WW1404) 2019 Wastewater Reclamation Facility West Overlay Project.
BACKGROUND:
The following chart reflects a breakdown of each project, the year in which it was created and
funded, the costs of each project, and the remaining balances. Each of these projects has either
come to completion, or it has been determined that it is no longer needed. It is proposed that the
remaining budget is moved to a current active project for use.

The current available budget in the Projects to be Determined, WW9999, is $258,338.69.
The current available budget in the Treatment Plant Paving Project, WW1404, is $341,330.32.
By transferring the remaining balance of the closed projects, as well as a portion from Projects to
Be Determined, there will be plenty of budget available for the 2019 Wastewater Reclamation
Facility West Overlay Project, including the contingency amount.
FINANCIAL IMPLICATIONS:
There is no increase in the amount of funds budgeted and appropriated, only a consolidation of
funds into one project.
