A RESOLUTION APPROVING A PURCHASE AGREEMENT
BETWEEN THE CITY OF PUEBLO, A COLORADO
MUNICIPAL CORPORATION AND BRIDGE BROTHERS
INC., A GEORGIA CORPORATION TO FURNISH AND
DELIVER TO THE CITY A 265-FOOT SINGLE-SPAN
PEDESTRIAN BRIDGE FOR A PURCHASE PRICE IN THE
AMOUNT OF $704,160 FOR PROJECT NO. PL1703 TRAIL
CONSTRUCTION-ARKANSAS RIVER LEVEE PROJECT
AND AUTHORIZING THE CITY’S PURCHASING AGENT TO
EXECUTE SAID AGREEMENT
WHEREAS, proposals for Project 19-069 Design, Fabrication and Delivery of a
265-foot Single-Span Pedestrian Bridge for the Arkansas River Levee Project have been
received and examined; and,
WHEREAS, the proposal of Bridge Brothers Inc., a Georgia Corporation, was the
lower of those bids determined to be responsible; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
A Purchase Agreement for 19-069, Design Fabrication and Delivery of a 256-foot
Single-Span Pedestrian Bridge for the Arkansas River Levee Project, dated March 23,
2020, a copy of which is attached hereto, having been approved as to form by the City
Attorney, is hereby approved.
SECTION 2.
Funds for said Project shall be from Project PL1703, Trail Construction-Arkansas
River Levee Project.
SECTION 3.
The Purchasing Agent is authorized to execute and deliver the Purchase
Agreement in the name of the City.
SECTION 4.
The officers and staff of the City are authorized and directed to perform any and
all acts consistent with this Resolution and the attached Purchase Agreement to
implement the policies and procedures described therein.
SECTION 5.
This Resolution shall become effective immediately upon final passage and
approval.

SUMMARY:
This Resolution approves a Purchase Agreement between the City and Bridge Brothers,
Inc., a Georgia Corporation. The City of Pueblo issued a Request for Proposals for Project
No. 19-069 to furnish a 265-foot single-span pedestrian bridge. Bridge Brothers, Inc. was
the lower of those bids determined to be responsible and staff recommends that the City
enter into a Purchase Agreement with said company for a purchase price in the amount
of $704,160.
PREVIOUS COUNCIL ACTION:
City Council has approved multiple Ordinances authorizing the planning, design,
engineering, and receipt of grant funds for the Arkansas River Levee Park Master Plan

Project. The pedestrian bridge, which will be located south of the 4 Street Bridge, is a
structural component of the Project.
BACKGROUND:
The Arkansas River Levee Trail Project began in 2017 with Ordinance 9130 establishing
the Project and approving a contract between the City of Pueblo and the Pueblo
Conservancy District for the master planning and future trail construction. The master
planning for the Arkansas River Levee Recreation Projects has been completed and the
City has received grant funds from Great Outdoors Colorado and the Department of Local
Affairs Energy and Mineral Impact Assistance Fund to begin Project construction.
A Request for Proposals for the design, fabrication, and delivery of a 265-foot single-span
pedestrian bridge was issued on December 20, 2019. The bridge will provide pedestrian
th
and emergency service access to the Arkansas River Levee Trail, south of the 4 Street
Bridge. The City received two bids. The proposal from Bridge Brothers Inc. in the amount
of $704,160 was determined to be the lowest and most responsive bid. The work was
competitively bid through the City’s Purchasing Department and a copy of the bid
summary is attached.
FINANCIAL IMPLICATIONS:
Funds in the amount of $704,160 for the Project shall be paid from the Project budget,
PL1703.
BOARD/COMMISSION RECOMMENDATION:
Not applicable.
STAKEHOLDER PROCESS:
The Pueblo Conservancy District, local recreation groups, and citizens participated in the
master planning process.
ALTERNATIVES:
The Project will not move forward if the Purchase Agreement is not approved.
RECOMMENDATIONS:
Approval of the Resolution.
