AN ORDINANCE AMENDING ZONING RESTRICTIONS FOR A
PARCEL APPROXIMATELY 9.993 ACRES, LOCATED NORTH
OF ST. CLAIR AVENUE AND WEST OF ASPENCREST DRIVE
FROM A-1, AGRICULTURAL ONE TO R-2U, SINGLE FAMILY
RESIDENTIAL
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The zoning restrictions covering the following described property and generally identified
in the attached Rezone Exhibit, is hereby changed from A-1, Agricultural One to R-2U, Single
Family Residential:
A PORTION OF THE SOUTHWEST QUARTER OF THE NORTHWEST
QUARTER OF SECTION 4, TOWNSHIP 21 SOUTH, RANGE 65 WEST OF THE
SIXTH PRINCIPAL MERIDIAN, COUNTY OF PUEBLO, STATE OF COLORADO,
BEING DESCRIBED AS FOLLOWS:
BASIS OF BEARINGS: THE WEST LINE OF THE NORTHWEST

SECTION 2.
The officers and staff of the City are authorized and directed to perform any and all acts
consistent with the intent of the Ordinance to implement the policies and procedures described
herein.
SECTION 3.
This Ordinance shall become effective immediately upon final action by the Mayor and
City Council.

SUBJECT: AN ORDINANCE AMENDING ZONING RESTRICTIONS FOR A PARCEL
APPROXIMATELY 9.993 ACRES, LOCATED NORTH OF ST. CLAIR
AVENUE AND WEST OF ASPENCREST DRIVE FROM A-1,
AGRICULTURAL ONE TO R-2U, SINGLE FAMILY RESIDENTIAL
SUMMARY:
The applicant is requesting to rezone the 9.993-acre property from A-1, Agricultural One,
to R-2U, Single Family Residential.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
The subject property is located north of St. Clair Avenue and west of Aspencrest Drive
and is proposed to be rezoned from an A-1, Agricultural One District to a R-2U Single
Family Residential District. The rezoning request has been submitted concurrently with
the proposed Regency Crest Subdivision, Filing No. 12. The rezoning will facilitate the
development of single-family residential homes with a density of 3.5 units per acre. The
property is located within Neighborhoods F2 and E2 of the Amended Regency Crest West
Master Plan approved by the City Planning and Zoning Commission on September 12,
2018. The F2 and E2 Neighborhoods are reserved for single-family residential use which
is consistent with Amended Regency Crest West Master Plan.
FINANCIAL IMPLICATIONS:
There are no financial implications for the City.
BOARD/COMMISSION RECOMMENDATION:
The Planning and Zoning Commission, at their November 13, 2019 Regular Meeting,
voted 7-0 to recommend approval.
STAKEHOLDER PROCESS:
The Planning Department sent out Notice of the Planning and Zoning Commission Public
Hearing to all property owners located within 300 feet of the subject property.
A Public Notice poster was placed on the subject property 15 days prior to the Public
Hearing.
ALTERNATIVES:
If City Council does not approve this Ordinance, the current zoning would remain.
Upon request of City Council, the Ordinance could be returned to the Planning and Zoning
Commission for consideration of proposed modifications.
RECOMMENDATION:
Approval of the Ordinance.
